About The Position

The Case Services Specialist performs a variety of job duties for the Division of Children, Youth and Families (CYF). The job responsibilities may include preparations for adoptions, completion of initial and annual eligibility determinations for all client entitlements, gather and decipher information from documents, systems, court orders, contacts, etc. to make an eligibility determination; determine funding based on placement relation and certification; maintain and adhere to strict deadlines and documentation for cases that are often audited and reviewed, manage Medicaid spans for CYFAP clients and troubleshoot Medicaid issues as needed; fingerprinting, facilitating agency and client travel needs; report distribution; performs in-depth research to ensure authenticity of information for background checks, birth certification requests, and other requests as needed; Interacts with all levels of state and county staff, medical and legal professionals, child advocate specialists, clients, and citizens. Provides training, technical assistance and backup coverage for the unit. Please note this is not a caseworker position.

Requirements

1 year of related work experience is required. Related experience includes customer service and/or data entry into complex computer databases.
Associates Degree
An equivalent combination of education and experience is acceptable.
Criminal History and MVR Background Checks are for every position.
A valid Colorado driver’s license is required for positions that drive on County Business in either a county or personal vehicle shall have a Colorado Driver’s license within 30-days of hire or beginning to serve as an intern or volunteer.
Offer of employment is contingent upon successful completion of criminal history, motor vehicle report, education verification, and/or references.

Responsibilities

Maintain records, forms and documents in a prescribed manner.
Prepare written documentation ensuring accuracy and clarity, emphasizing verification of information and resolving unclear or contradictory information.
Recognize data that are a potential conflict of interest and follow internal agency policy regarding case file storage and processing.
Assess and verify initial and ongoing eligibility for federal foster care funding by reviewing household composition, income, and assets for specified relatives; analyzing court orders for required judicial language (including "reasonable efforts" and "best interest" findings); and applying AFDC-relatedness criteria in accordance with federal and state guidelines.
Research and verify case information across state and county databases, electronic case management systems, and public records to support accurate eligibility and claimability decisions and maintain thorough, audit-ready documentation.
Evaluate whether the county is eligible to claim Title IV-E reimbursement on active cases by verifying the child's current out-of-home placement, confirming appropriate foster care provider licensure and certification status, and ensuring all placement documentation meets federal compliance standards.
Open, maintain, and close Medicaid spans for children in foster care; identify and resolve coverage gaps or discrepancies; and coordinate corrections with relevant systems and liaisons to ensure uninterrupted access to services.
Communicate with the State, CBMS liaisons, county attorneys, Social Security, caseworkers, foster families, and child support specialists, that specifically pertain to claim reimbursement of foster care expenditures for children who are removed from home and placed within foster care.
Coordinate with Federal, State, and County representatives during an audit.
Collect specific documents that different organizations are looking for to be able to determine if we met the standards and practices within IV-E.
Upload all documents in a timely manner and reviewing each case that has been requested for an audit.
Serves as a liaison to the public and agency personnel to provide fingerprint processing and registration.
Determines accuracy and acceptability of prints, ensures all documentation is complete and accurate, maintains records for each individual and distributes fingerprint reports to appropriate staff.
Maintain regular communication with CYFAP Caseworkers and Supervisors to gather case information and updates, clarify placement details, and ensure timely completion of determinations; provide guidance on documentation requirements that impact federal funding eligibility.
