About The Position

Teller County’s Department of Human Services is seeking a full-time Case Services Aide II – Intake. This position acts as the first point of contact for reports of suspect abuse and/or neglect of children, youth or adults by phone or in person. Performs background checks on adults and children in both Child Welfare and Adult Protection referrals. Responsible for preparing referrals for the RED team process and enters the results of the RED team into the TRAILS or CAPS systems. Responsible for logging referrals for Child Welfare and Adult Protection programs and provide reports to supervisor, determination of eligibility for children and youth in the Child Welfare System.

Requirements

• Education/Experience: High school diploma or equivalent Plus three (3) years of experience in public contact involving providing services, Including one (1) year in a social service agency Any acceptable combination of education, training and experience that provides the listed knowledge, skills and abilities may be substituted.
• Knowledge of: enhanced interview and screening techniques; Trails and CAPS database systems; federal and state requirements to determine eligibility for Title IV-E Foster Care and Maintenance of Effort (MOE); effective parenting skills and infant/child development; basic computer skills and electronic communications; principles and processes for providing excellent customer service, including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction; basic mathematics to calculate eligibility factors
• Skilled in: various computer/data entry skills to access programs such as Dept. of Labor, Dept. of Motor Vehicles; mandated background checks, internal, local and State levels.
• Ability to: communicate effectively in writing and verbally; establish and maintain effective and professional working relationships with co-workers, other county departments, representatives of other agencies and organizations, and the public; assimilate and apply the following: Colorado Children’s Code, State statutes and Teller County DHS policies, State eligibility requirements to determine eligibility for Title 4-E Foster Care and Maintenance of Effort (MOE), mathematical formulas to establish eligibility requirements; provide instruction and to monitor; observe and interpret interactions; assess family dynamics as they unfold and to deal with crisis situations; effectively and positively interact with family members/clients and to intervene in negative behavior which is contrary to positive family dynamics; establish effective working relationships with client/family members, caseworkers and community professionals; assess and troubleshoot data/computer problems and effectively communicate with State Department of Human Services.
• Visual Acuity/Hearing/Speaking: Must be able to communicate by talking and hearing in person and by telephone; ability to see and read documents, manuals and characters on a computer screen and office machines.
• Physical Effort/Dexterity: Ability to perform light/moderate physical work and to lift and carry 25 pounds; ability to operate a computer keyboard and a vehicle; ability to stand, walk, sit, kneel, bend, grasp, ride and reach.
• Environmental Factors: This position works in an office setting with local travel. This position requires light physical exertion and the normal range of motion, dexterity, and vision. Some work can be in a hostile environment of distressed persons.
• Work Schedule/Characteristics: 40 hours per week; some evening and weekend work is required.
• License/Certification Requirements: Possession of and ability to maintain a valid Colorado driver’s license. Ability to clear/pass certain levels of State security to access highly confidential information, (Dept. of Labor, Dept. of Motor Vehicles, Utilities) ability to pass a pre-employment drug test. Ability to obtain certification as a Hotline Screener within six (6) months of employment and maintain yearly certification

Responsibilities

• Receive and document reports of potential or alleged abuse and /or neglect of children, youth, or adults by phone or in person.
• Document referrals in the Trails and CAPS database systems.
• Participate in Review, Evaluation and Direct (RED) Team and document discussions in database systems.
• Provide transportation to clients as needed.
• Participate in team/unit and DHS agency meetings.
• Request records such as police reports, medical and social history and school records.
• Maintain confidential records and statistics on work performed, and other records as required in conjunction with caseworker.
• Completed Title IV-E eligibility and Maintenance of Effort determinations for children in out-of-home placement in accordance with state and federal guidelines.
• Perform administrative duties for Supervisors and Caseworkers to include, but not limited to, logging of court orders, preparing cases for electronic storage, filing, copying, filing out routine forms and due diligence reports and letters.
• Act as back up to the Case Services Aide – Ongoing.
• Supervise court-ordered visitations.
• Coordinate scheduling with parents, foster parents, schools and visitation room availability.
• Provide Supervisor with a monthly schedule of visits.
• Document observations and interactions of family members/clients following each visit.
