Requirements

  • Bachelor’s degree
  • five years’ experience in counseling or related field
  • two years’ experience working with youth
  • Supervisory experience
  • Excellent verbal and written communication skills
  • High level of conflict resolution skills
  • Effective relationship-building skills with students and staff
  • Information technology proficiency including MS Office
  • Willingness to provide periodic on-call support

Responsibilities

  • Implement comprehensive case management protocols to ensure each student successfully acclimates to the Job Corps program, develops short- and long-term career goals.
  • Supervise the work and coordinate the activities of assigned staff and provide training to other staff as needed in support of quality student case management and career services.
  • Ensure comprehensive academic, occupational, and social assessments are conducted for each student to inform the development of tailored services and instruction.
  • Develop and monitor procedures to refer students to internal and external resources for additional support as needed such as mental health, substance abuse, and assault prevention services with personal and career counseling to improve employability skills and successfully complete the program.
  • Develop and implement an effective counseling program to ensure that each counselor is assigned a caseload consistent with guidelines and provides regular, structured, and documented career and personal counseling sessions.
  • Maintain the counselor schedule to ensure counseling services are available days, evenings, weekends, and on-call to ensure 24-7 coverage.
  • Provide on-call support on an as-warranted basis.
  • Implement and maintain a collaborative system of communication between counseling services, center staff, and community-based organizations to facilitate student progress and wrap-around services and support.
  • Establish protocols for student counseling file maintenance to ensure personal counseling records are treated as confidential documents.
  • Oversee the regular documentation of case management services in the Center Information System (CIS) Case Notes and audit a monthly sampling to ensure ongoing PRH compliance.
  • Ensure that private student information is kept in the confidential counseling file, not in Case Notes.
  • Establish and monitor ongoing, counselor-led group support sessions to identify and address specific issues in a supportive environment such as relationships, childcare, abuse, healthy living, cultural barriers, etc.
  • Establish and maintain protocols to share progress information with the parents/guardians of minors to assist students in successful program completion.
  • Oversee the Center’s Evaluation of Student Progress (ESP) program to ensure each student is regularly evaluated by an interdepartmental career management team in compliance with the PRH.
  • Monitor the Center’s career transition readiness (CTR) program to ensure each student projected for program completion is assessed and prepared with job search skills and strategies.
  • Establish and monitor protocols for students to request Personal Leaves in collaboration with the Center Records and Data Integrity department in compliance with guidelines.
  • Establish and monitor protocols to identify students in unauthorized absence (UA) duty status and oversee daily efforts to locate UA students and assist to return to the Center to avoid premature separation from the program.
  • Monitor the department budget and maintain spending limits as applicable.
  • Utilize information systems and handle student data in strict adherence to Job Corps and Chugach policies to protect student’s personally identifiable information (PII) and reduce network security threats.
  • Responsible for the overall management of the counseling, career preparation, and career readiness.
  • Will direct the career counselors in planning, coordinating, developing, and implementing a professional individual and group counseling program for students in conjunction with the industry teams.
  • Will ensure effective career preparation and career readiness programming, compliant with MyPACE and additional Department of Labor requirements.
