About The Position

The North Carolina Department of Commerce is the state's lead agency for economic, community and workforce development. Local Veterans’ Employment Representatives (LVERs) perform duties as defined under 38 U.S.C. 4104(b), with a primary focus on employer outreach and engagement within the state’s workforce system. LVERs are responsible for promoting the hiring of veterans and integrating veteran-focused services within the American Job Center (AJC) network. LVERs actively engage with employers, employer associations, and business groups to highlight the value of hiring veterans. When employer outreach is conducted through a Business Services Team or similar structure, LVERs serve as active members to ensure veteran representation is fully integrated into business engagement strategies. In addition, LVERs are responsible for facilitating employment, training, and placement services for veterans within the state’s workforce system, as outlined in federal guidance. This includes building system capacity to ensure veterans have streamlined access to appropriate services and resources. LVERs play a key role in: Supporting the development and implementation of service delivery strategies for veterans within the AJC. Educating workforce partners and AJC staff on veteran-specific programs, initiatives, and employment resources. Enhancing coordination across programs to improve service delivery and employment outcomes for veterans.

Requirements

  • Bachelor’s degree from an appropriately accredited institution and three years of progressive experience in human resource administration, job development and placement, employment counseling, vocational guidance and counseling, social work, vocational rehabilitation, labor management, apprenticeship and training programs, or public contact advising job applicants and employers in a variety of functions; or an equivalent combination of education and experience.

  • Knowledge of applicable federal and state regulations, including grant provisions and workforce policies, with the ability to ensure compliance in employer outreach and service delivery within the state’s employment system.
  • Knowledge of veteran employment programs and agency services, including an understanding of priority of service requirements in accordance with Public Law 107-288.
  • Strong communication and presentation skills, with the ability to effectively deliver training, facilitate workshops, and engage with employers and stakeholders.
  • Ability to conduct employer outreach and facilitate services, promoting veteran employment initiatives and integrating services within the workforce system.
  • Proficiency in Microsoft Office applications, including the ability to develop presentations (e.g., PowerPoint) and support program-related documentation and reporting.

Responsibilities

  • Conducting employer outreach and developing partnerships to promote veteran hiring initiatives.
  • Planning and participating in job fairs, career fairs, and other hiring events focused on connecting veterans with employment opportunities.
  • Collaborating with employers to support job search activities, workshops, and job search groups for veterans.
  • Coordinating with unions, apprenticeship programs, and business organizations to expand employment and training opportunities for veterans.
  • Educating federal contractors on strategies and processes for recruiting qualified veterans.
  • Promoting credentialing and licensing opportunities that support veteran employment pathways.
  • Participating in coordinated business outreach efforts with workforce partners and community organizations.
  • Facilitating employment, training, and placement services for veterans within the state’s workforce system.
  • Building system capacity to ensure veterans have streamlined access to appropriate services and resources.
  • Supporting the development and implementation of service delivery strategies for veterans within the AJC.
  • Educating workforce partners and AJC staff on veteran-specific programs, initiatives, and employment resources.
  • Enhancing coordination across programs to improve service delivery and employment outcomes for veterans.
