About The Position

Positions in this job family are assigned responsibilities involving the analysis of job classifications and organizational structures to identify internal career progression pathways and opportunities for employee advancement within the agency. Work includes reviewing position descriptions, job families, and workforce structures to support the development of career pathways and internal mobility frameworks. Positions apply human resources principles, classification concepts, and applicable rules and policies in support of workforce development and retention initiatives.

Requirements

  • Bachelor’s degree in human resources, public administration, business administration, organizational development, industrial/organizational psychology, or a closely related field, AND two years of professional-level experience in human resources, workforce development, classification, training, or organizational development involving job analysis, position evaluation, workforce planning, employee development, or related functions; or an equivalent combination of education and experience.
  • Knowledge of human resources principles and practices related to classification, position analysis, workforce development, and internal mobility initiatives.
  • Knowledge of job analysis and organizational structure concepts.
  • Knowledge of project coordination and basic project management principles.
  • Knowledge of Merit Rules for Personnel Administration, the Oklahoma Personnel Act, and other applicable laws, rules, and standards related to human resources management.
  • Knowledge of business communications.
  • Knowledge of basic data analysis and records maintenance.
  • Skill in analyzing job duties and position structures to identify patterns and relationships.
  • Skill in preparing documentation such as career ladders, job family frameworks, workforce development materials, project tracking documents, and related reference materials.
  • Skill in collecting and interpreting workforce data.
  • Skill in coordinating projects, timelines, meetings, and stakeholder communications.
  • Skill in communicating complex information in a clear and understandable manner.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to analyze and interpret job classifications, position structures, and workforce data.
  • Ability to organize and manage multiple projects and priorities simultaneously.
  • Ability to apply applicable rules, policies, and standards to workforce development activities.

Responsibilities

  • Analyzes agency job classifications, position descriptions, and organizational structures to identify career progression pathways, promotional opportunities, and internal mobility options.
  • Assists in the development and maintenance of career ladders, job family structures, and competency-based progression frameworks.
  • Reviews and evaluates position duties and requirements to identify skill alignment, transferability, and advancement pathways across agency roles.
  • Collaborates with Human Resources staff, supervisors, and subject matter experts to gather information on job duties, qualifications, and workforce needs.
  • Develops documentation, charts, and reference materials outlining career pathways, job families, and advancement opportunities for employee and supervisory use.
  • Assists in aligning training, education, and development opportunities with identified career pathways and promotional requirements.
  • Provides information and guidance regarding internal career progression opportunities, job requirements, and general workforce development processes.
  • Collects and analyzes workforce data to identify trends in turnover, vacancy patterns, and internal promotion rates to support workforce planning efforts.
  • Assists in communicating career development resources and internal mobility opportunities to employees and supervisors.
  • Supports special projects related to workforce development, succession planning, job architecture review, or organizational career mapping initiatives.
  • Coordinates and manages assigned workforce development and career pathway projects, including development of project timelines, tracking deliverables, monitoring progress, coordinating meetings, and facilitating communication among stakeholders.
  • Assists in planning and implementation of career pathway and internal mobility initiatives by identifying project needs, organizing resources, documenting processes, and supporting completion of project goals and objectives.
  • Prepares project status updates, tracking materials, presentations, and related documentation for leadership review and operational planning purposes.
  • Maintains records, reference materials, and documentation related to job families, career pathways, workforce development tools, and assigned projects.
