About The Position

Under general direction, is responsible for directing, managing, supervising and coordinating complex advanced protective activities and operation of the Police Department. Performs complex and highly responsible planning and supervisory duties associated with crime prevention and law enforcement activities of the City. Supervision is exercised over all daily operations and personnel of assigned division. Perform the duties of uniformed police officer as required.

Requirements

  • Thorough knowledge of applicable Federal, State, and local laws and ordinances, investigative, interview, crime scene search, and law enforcement techniques, computer applications; working knowledge of mathematics; excellent public relations, supervisory, organizational, financial, analytical, verbal and written communication skills; Principles and practices of municipal budget preparation and administration.
  • Principles of supervision, training, and performance evaluation.
  • Pertinent federal, state, and local laws, codes, and regulations.
  • Recent court decisions and how they affect department operations.
  • Ability to oversee and participate in the management of a comprehensive law enforcement program; operate patrol vehicles, computers, firearms, radio equipment, cameras, surveillance equipment, and other law enforcement equipment; ability to prepare and administer a budget; ability to establish successful working relationships with entities, employees, City officials, businesses and the public; ability to use good professional judgment, honesty, and integrity in decision making; ability to train and supervise subordinate personnel; ability to perform investigations, train, and enhance the capabilities of all operational staff; ability to gather and preserve evidence; ability to understand and anticipate problems; ability to enforce applicable Federal, State, and local laws and ordinances, and interpret written instructions, maps, manuals, and reports; ability to testify credibly in a court of law; Effectively present information and respond to questions from groups of managers, customers, and the general public; ability to demonstrate leadership, management, and technical skills through effective collaboration, team resources, progressive decision making, and personal responsibility; ability to be committed to the mission, vision, and strategic direction of the City of Bonner Springs; ability to obey and comply with all City ordinances and policies.
  • Bachelor's degree in criminal justice or sociology/psychology related degree, or related field, and extensive experience in law enforcement with at least five years of supervisory management experience, or equivalent combination of education and experience.
  • Certification as a Law Enforcement Officer from State Peace Officer's Standards and Training (KPOST) upon hire.
  • Valid driver's license.

  • Successful completion of advanced supervisory/command level training courses such as FBI LEEDA preferred.

Responsibilities

  • Assumes management responsibility for assigned services and activities of a division or service areas of the Police Department; including the implementation of departmental policies and procedures; works directly with sworn and non sworn personnel in the interpretation of City and department policies; supervises the assignment and activities of functional areas including patrol, investigations, traffic enforcement, K9, School Resource Officer, Animal Control, property and evidence, records, facilities/vehicle maintenance, training, community services, and crime prevention; coordinates activities with other City departments, outside agencies and organizations.
  • Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends and administers policies and procedures; reviews and evaluates work methods and procedures for improving organizational performance and meeting goals; ensures that goals are achieved.
  • Coordinates the selection; orientation, training and evaluation programs for assigned personnel; provides or coordinates staff training; identifies and resolves staff deficiencies; implements discipline procedures; reviews the work of Police Department members to ensure compliance with applicable Federal, State and local laws, codes and regulations.
  • Oversees and participates in the development of the annual budget; participates in the forecast of necessary funds for staffing, materials and supplies; administers and monitors the approved Police Department budget; discusses and resolves budget issues with appropriate staff; implements adjustments as necessary.
  • Supervises, reviews and participates in the preparation of reports and other written material and the maintenance of departmental records; inspects departmental equipment and ensures that deficiencies are corrected.
  • Responds to complex inquiries and requests for information; assists in reviewing citizen complaints; conducts and oversees sensitive and complex internal and external investigations; represents the department with other law enforcement services and allied agencies, other City departments, civic groups and the public.
  • Responds to major incidents reported to the Police Department and ensures adherence to incident protocol; assumes role as Incident Commander or other role, as needed.
  • Provides responsible staff assistance to the Major and/or Police Chief; conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to programs, policies, and procedures as appropriate; develops and prepares new and revised City ordinances pertaining to the law enforcement services and activities; prepares and presents staff reports and other necessary correspondence.
  • Prepares and presents administrative reports, resolutions and council reports for city council.
  • Attends and participates in professional group meetings; maintains awareness of new trends and developments in the field of law enforcement and crime prevention; incorporates new developments as appropriate.
  • Assumes responsibilities of Police Chief in the absence of both the Chief of Police and Major
  • Establishes and maintains positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.
  • Testifies credibly in a court of law.
  • Manages and oversees assigned special projects.
  • Performs duties and exercises responsibilities of uniformed Police Officer
  • Performs related duties as required.
