About The Position

In the role of Captain within the Prevention Bureau, this senior operational supervisory position is tasked with the management, oversight, and strategic planning of the bureau, including its groups, teams, and resources. Captains provide direct leadership to subordinate supervisors, ensure that organizational objectives are met, and implement both operational and administrative priorities. This position requires the ability to address complex issues, manage high-level incidents, coordinate with internal and external stakeholders, and assist executive leadership in policy development, resource allocation, organizational improvement, and operational risk management. Successful candidates will demonstrate the capability to think beyond their current responsibilities, lead across organizational boundaries, and contribute to the overall success of the Harris County Fire Marshal's Office. Captains must exemplify the organization's core values and maintain a steady, unwavering commitment to their personnel and the community we serve.

Requirements

High School Diploma or G.E.D. equivalent from an accredited educational institution.
Six (6) years of supervisory experience.
Possess a valid Texas Class C Driver's License.
At time of appointment, at a minimum be certified by the Texas Commission on Fire Protection (“TCFP”) as a Basic Fire Inspector I and II and Plans Examiner.
Within one year of appointment, provide proof of completion for NIMS IS-700, IS-800, IS-100, IS-200, ICS-300, ICS-400.
All applicants selected to advance will be required to complete the TCOLE Personal History Statement and Background Investigation Authorization forms before moving forward.
Candidates who possess a TCOLE Basic Peace Officer License or higher will be subject to additional position requirements. (FM Captain, LE)

Nice To Haves

Currently holds the rank of Lieutenant or higher within HCFMO.
Texas Commission on Fire Protection "TCFP" Advanced Fire Inspector I, II, Fire Marshal, instructor, and/or Fire Investigator, or higher.
If licensed, holds a Texas Commission on Law Enforcement "TCOLE" Basic Peace Officer or higher.
International Code Council "ICC" Certification.
National Institute for Certification in Engineering Technologies "NICET" Certification.
Public Information Officer experience.
Incident Management Team Experience.
Active Participation in ICC, NFPA, SBC, TCFP, or similar committees.
Budget development or management experience.
Strategic planning experience.
Experience representing an agency before stakeholders, elected officials, public meetings, and/or professional organizations.
Associate degree and twelve (12) years of fire service/code enforcement experience, including six (6) years of supervisory experience; OR Bachelor's Degree and eight (8) years of fire service/code enforcement experience, including four (4) years of supervisory experience.

Responsibilities

Provide command-level oversight of HCFMO activities across multiple teams or an entire division.
Ensure that all operations are carried out efficiently and in compliance with relevant regulations and organizational objectives.
Develop and implement strategic plans that improve performance, streamline operations, and address emerging risks.
Work closely with senior leadership to align activities with broader HCFMO goals and community safety initiatives.
Serve as a liaison to the Incident/Unified Command during large-scale, complex, or high-risk incidents, including significant fires, hazardous materials incidents, and emergency evacuations.
Coordinate with other emergency services and governmental agencies to manage resources effectively and ensure public and personnel safety.
Participate in the development, revision, and implementation of policies and procedures at both the divisional and organizational levels.
Ensure that all team members are trained and compliant with updated policies, laws, and regulations.
Supervise and mentor Lieutenants, Sergeants, and other personnel within the Agency.
Oversee personnel development, succession planning, and training to ensure the professional growth of the workforce.
Conduct performance evaluations and manage disciplinary actions.
Assist in the development and management of the assigned budget, ensuring that resources are allocated effectively and that operations stay within financial limits.
Oversee equipment procurement, maintenance, and deployment.
Act as a key liaison between HCFMO and external agencies, including relevant County Departments.
Work to build positive relationships and improve the efficiency of joint operations.
Represent the Fire Marshal’s Office in public forums, meetings, and community events.
Promote fire prevention, safety, and emergency preparedness through community outreach and public education initiatives, along with participating in work groups, committees, and event attendance.
Oversee risk management efforts within the division to mitigate operational risks.
Ensure compliance with all safety standards and laws.
Lead crisis management planning and preparation efforts, ensuring that the division is equipped to handle disasters, emergencies, and large-scale incidents.
Conduct drills and simulations to improve readiness.
Maintains a high level of professionalism and demonstrates respect toward Harris County employees, contractors, visitors, and community constituents and members.
Address concerns and provide information to the public when required.
Perform as a leader and/or member of an Incident Management Team during emergencies or disaster situations.
Maintain situational awareness of all HCFMO activities.
Serve on committees, boards, or other teams as assigned by the Fire Marshal or designee.
Perform assigned tasks safely, and document and report initial accidents, injuries, or health exposures in accordance with accepted safety practices and HCFMO policy.
Conducts all interactions in a manner consistent with the values and expectations of the Harris County Fire Marshal’s Office.
May perform other duties as directed by a supervisor or command staff member.
