About The Position

The Captain of Guards (COG) assists the Project Manager as a central Government point of contact for this contract, and shall assist in the overall management, supervision, and coordination of contract requirements. The Captain of the Guard should possess experience in military and civilian security guard operations and management and should have decision-making authority over contract performance, as well as control authority over contractor personnel performing security guard duties. There will be a minimum of one COG for each site.

Requirements

Prior E-7 or above in a combat arms or military police military occupation specialty (MOS) such as infantry, US Army/Marines Military Police, AF Security Forces, U.S. Navy Master at Arms or must have attained the rank of sergeant in a U.S. police department.
An additional one (1) year of experience as a COG may be substituted for the minimum rank requirement stated above.
Must have previous experience supervising more than 25 personnel for a minimum of one (1) year.
S. Citizenship and at least 21 years of age.
Valid US driver’s license with ability to obtain Japanese license 4EJ.
Must speak, read, write, and understand English fluently.
Must be able to obtain and maintain a Secret security clearance that is verified in the Joint Personnel Adjudication System (JPAS).
Pass a Physical Agility Test: 1.5 mile run 17:30 minutes or less, 19 push-ups in 2:00 minutes or less
Pass an in-depth Background Check, Drug Screen and Physical Exam, Psychological Exam, Dental Exam, and Training Course
Must pass and maintain the required medical, psychological, physical and reliability requirements as outlined in AR 190-56.
Must pass and maintain the security screening process with satisfactory results as required in AR 190-56 and meet all the standards of the IRP.
Required to carry M-4 and/or M-16 rifles and have the weapon sights “zeroed” before contract performance, and in subsequent option years (if exercised).
Must be weapons qualified on a semi-annual basis on assigned weapons.
Be able to meet the Federal requirements to work as an Armed Security Guard.
Ability to manage multiple, high priority tasks simultaneously.
Capable of assimilating and critically evaluating information.
Must be skilled in operating a personal computer and standard office equipment.
Must be proficient in a variety of computer software applications in word processing, spreadsheets, database, the Microsoft Office suite (MSWord, Excel, Access, PowerPoint), and Outlook.

Responsibilities

Leads operations for the armed, uniformed and cleared force. Ensures officers are fit, ready, and able.
Acts as liaison between Army officials and the contractor. Direct liaison between the Security Force Officers and the PM. Liaison between Japanese police, ambulance, and fire department forces to ensure joint activities are effective and well-coordinated.
Acts as the central Government point of contact in the absence of the PM, and supports the overall management, supervision, and coordination of contract requirements.
Maintains decision making authority over contract performance, in coordination with the PM.
Exercises control authority over contractor personnel performing security guard duties.
Supervises the Shift Supervisors and has responsibility for the armed officers and their conduct.
Is the Key Control Custodian for the Armory and is appointed by the ASC
Assigns an officer to conduct an inventory of all weapons, sensitive items, and ammunition, to include serial number and lot numbers on the first calendar day of each month and verifies and signs off on the inventory.
Reviews schedules for duty to ensure all shifts are covered with qualified personnel.
Assists the PM by coordinating arrival or departure activities of security officers.
Maintains accountability of all GFE and CFE equipment used at the site by assigned officers.
Ensures the implementation of the SSP/SOPs, Post Orders, CPs and Training Plans.
Schedules training and ensuring officers maintain their qualifications and certifications.
Maintains field file records for supervisors and officers.
Conducts unannounced inspections on all shifts to assess the officers’ performance and may be required to work other than normal duty hours, including evenings, weekends, and/or holidays.
