As a Capital Systems Planner, you will visit parks and Crown Lands across the province, collaborating with diverse stakeholders to develop plans to upgrade, expand, and replace the back-of-house systems which serve outdoor recreation infrastructure such as campgrounds, day-use areas, visitor centres, trails, and more. We are looking for a specialized technical professional with an architectural or engineering background who will be responsible for assessing and analyzing capital asset systems serving outdoor recreation infrastructure province-wide. These capital asset systems include facilities, utilities (e.g. water, wastewater, electrical systems, gas services), roads and parking, staff housing, and other specialized systems. The Capital Systems Planner assesses infrastructure elements, recommends refurbishment or replacement, coordinates site-level plans with Capital Infrastructure Planners, and oversees the planning and development of capital asset systems. This role is within the Capital Infrastructure Development and Implementation (CIDI) branch and reports to the Manager of Capital Systems Planning.

Requirements

Two-year technical diploma in a related field of engineering or architecture, plus 6 years of progressively responsible related experience in capital planning, infrastructure planning, or asset management within a public‑ or private‑sector environment.
Experience in asset development and project management.
Demonstrated ability to apply analytical skills to identify problems, find innovative solutions to complex issues, and recommend appropriate courses of action.
Proficient communication and interpersonal skills. This position must maintain positive working relationships with a wide range of internal and external stakeholders – across the ministry, the GoA, other municipalities, external consultants, approving agencies, and the public – while resolving conflicting interests and building consensus.
Working knowledge of applicable building codes and federal and provincial Acts and Regulations related to buildings, water, wastewater, watercourses, power, gas, and roads such as: National and Alberta Building Codes, Water Act and Regulations, Potable Water Regulation, Public Works Act.
Working knowledge of Occupational Health and Safety legislation.

Nice To Haves

Designation with the applicable registration body in Alberta as a technologist, engineer, or architect.
Experience in contracting and construction processes and practices.
Experience in stakeholder engagement.
Familiarity with facilities and utilities in remote, rural, or off-grid settings.
Additional technical knowledge in Planning, Engineering, and Landscape standards and design guidelines.
Familiar with Alberta's Provincial Parks Act, associated regulations, park operations, outdoor recreation, and environmental or natural resource policy.

Responsibilities

Develop plans for province-wide capital asset systems such as facilities, utilities, roads and parking, staff housing, and other infrastructure elements serving Crown Lands including provincial parks and provincial recreation areas.
Undertake infrastructure planning studies, feasibility assessments, preliminary engineering evaluations, and condition assessments to evaluate capital asset systems and individual assets against program objectives and regulatory standards.
Assess and prioritize assets for refurbishment or replacement, based on condition, performance, life cycle cost, systems planning, and harmonization considerations.
Collaborate with operations and maintenance staff, end-users, planners, consultants, and project managers to identify needs, define project priorities, address key issues, and resolve conflicts as necessary.
Develop project charters and detailed project plans.
Write scopes of work for Requests for Proposals (RFPs) and evaluate proposals.
Manage professional services contracts, ensuring adherence to contract documents by consultants and contractors engaged in assessments, feasibility studies, concept designs, and construction monitoring activities onsite.
Manage project scope, cost, and schedule.
Review consultant reports, recommendations, and cost estimates.
Facilitate stakeholder reviews and ensure feedback is incorporated.
Support Capital Infrastructure Planners with technical planning tasks to ensure alignment of capital asset system plans within broader capital planning initiatives.
Support the Project Management & Delivery team during the detailed design and construction phases, supporting the implementation of the project plan.
