About The Position

Seattle Public Utilities (SPU) is hiring a Capital Projects Coordinator to join the Emergency Contracting team in Construction Management Division. In this fast-paced environment, you will play a key role in coordinating utility requirements for emergency repair projects across Seattle. You will be responsible for creating and managing emergency construction contracts, including repairs to drainage and wastewater, water systems, solid waste facility construction contracts, between SPU and construction contract teams who respond and repair SPU assets that have failed and caused a threat to health and safety. The duties of the position include defining and communicating utility system repair requirements, coordinating the options analysis, design and permitting, contracting and construction contract administration and inspecting construction of our emergency projects. You will also coordinate our final street restoration program with design professionals and permit the improvements with SDOT. This position reports to the Emergency Program Supervising Senior Engineer and a Senior CPC. Requirements

  • Minimum of three (3) years in project or construction management, or a related field.
  • Bachelor’s degree in Architecture, Engineering, Business Administration, Urban Planning, or a related field.
  • OR: A combination of education, training, certification, and experience that provides the necessary background to perform the role.

Nice To Haves

  • Three (3) or more years of project management, and/or construction management experience, including technical inspections, scheduling, cost estimating, regulatory interpretation and policy communication via phone, email, or in person.
  • Ability to clearly interpret and apply SPU’s policies, processes, and other technical information to customers and other work groups.
  • Experience working in a team environment, demonstrating a strong ability to build and maintain effective working relationships across different departments and workgroups.
  • Prior experience with reviewing utility construction plans and using GIS software to create maps and perform data analysis.
  • Demonstrated ability to meet multiple deadlines in a fast-paced environment.
  • Proactive team player who enjoys partnering with others to streamline workflows and drive process improvements.
  • Proficient in utilizing Microsoft Office programs and possess an aptitude for learning new computer systems and applications quickly.

Responsibilities

  • Manage capital projects from initial scoping through design, contracting, construction, and closeout, ensuring schedule, budget, and regulatory compliance.
  • Prepare scopes of work, manage consultants, and oversee design development, technical specifications, and cost estimates.
  • Coordinate and secure required permits, and provide project information to stakeholders, the public, and regulatory agencies.
  • Develop project work plans, evaluate risks, communicate priorities, and support decision-making for governing bodies.
  • Administer public works construction contracts, including inspections, RFIs, submittals, change orders, claims, and daily documentation.
  • Review bids, negotiate contractor proposals, prepare cost estimates and collaborate with FAS on contract awards across multiple contracting methods.
  • Coordinate with City departments, agencies, contractors, businesses, and community members while promoting safety and making field decisions.
