As Capital Project Manager IV (CPM IV), you will be responsible for managing multi-component projects of significant size and scope. You will lead project work teams representing multiple disciplines will work on projects that may be highly visible, politically sensitive, controversial, and/or involve complicated or unique funding and permitting processes. This position will support the Landside program at SEA airport. Projects are largely civil in nature and include roadways, terminal curbside, site development, and parking, rental car, and ground transportation facilities. You will lead multiple projects managing budgets, schedules, and scope. You will facilitate project meetings to determine project objectives, define scope, apply standards, and resolve conflicts. You will coordinate with project delivery contractors and ensure timely access to various locations at the airport for site investigations. You will also monitor subcontractor outreach and pre-qualification and any trade bidding that might take place prior to setting Guaranteed Maximum Price (GMP) or Maximum Allowable Construction Cost (MACC). You will monitor evolution of design to ensure target budget is not exceeded and assist contractor in coordinating with the Port and State of Washington, or other outside agencies, regarding permits, inspections, testing, and Certificates of Occupancy. You will also liaise with the various stakeholders to ensure understanding and obtain buy-in for the design-build process. You will develop, negotiate and manage highly complex consultant contracts, budgets, schedules for design and construction. You will also participate in the development of new or revised operational policies, procedures, initiatives, and performance measures related to capital projects. You will present projects to Senior Managers, Directors, and Commission at each stage of approval and provide project status reports. You will also act as expert advisor and provide technical and professional consultation to business units and Port leadership on issues related to assigned projects. You will formulate strategic communication plans to respond to the public and other government entities on controversial, politically sensitive or complicated funding, technical, and permitting issues. You will represent the Port in complex negotiations with local, federal and state agencies, tenants, and affected communities and ensure complex environmental permits are obtained.
