About The Position

The Department of Commerce is seeking a Capital Programs Supervisor (COM 5) to join the Local Government Division (LGD), specifically within the Community Capital Facilities Unit (CCF). This unit provides capital grants for various projects. The supervisor will manage professional staff, oversee the administration and contract management of appropriations and other assigned programs. Key responsibilities include developing program policies and procedures, managing all aspects of program operations, directing workload, leading technical assistance and outreach strategies, and fostering stakeholder collaboration. The role also involves acting as a subject matter expert on these programs, overseeing budgets, data management, and legislative tasks.

Requirements

  • Seven (7) years of combined experience and/or education in community, trade, or economic development with a focus on two or more of the following areas: Professional level experience with state capital budget financing and grant administration, Contract management experience on project funding with state capital grants, Reviewing customer, contractor, and/or grantee invoices for payment, Experience with grant program rollout and process administration, Experience with the E.O. 21-02 Tribal and Department of Archaeology and Historic Preservation consultation process for capital projects, Working knowledge of the Contracts Management System.
  • Supervising/leading one or more employees including hiring staff, training and development, assigning work, evaluating performance and taking corrective action.
  • Education involves bond financing, business, public administration, or related field.
  • Qualifying education post High School or equivalent may be substituted year for year for experience.
  • Lived experience working in a family run business, previous volunteering experience working with a community-based organization that focused on serving and supporting underserved or vulnerable populations, or any allied experience in economic development, procurement or contracting will substitute for two years of professional experience.

Responsibilities

  • Represent the Capital Facilities programs, the Community Capital Facilities unit, and the agency at local, state, regional and national meetings, including legislative work sessions.
  • Provide guidance and consultation to staff, other agency programs, executive management, and external stakeholders and partners.
  • Present technical program information internally, to other agencies, governments, private entities, and the legislature.
  • Oversee the administration and implementation of the Capital Facilities programs.
  • Develop and manage funding priorities, policies and procedures, program guidelines, and technical assistance strategies.
  • Develop administrative procedures and staff resources.
  • Determine and assess projects, programs, and organizational goals and adjust resource levels associated with mandatory requirements.
  • Oversee and approve the development and implementation of the Community Capital Facilities handbook and desk manuals.
  • Design, manage, and facilitate the application review and rating processes.
  • Convene and conduct public meetings to take testimony from project applicants.
  • Responsible for making the final funding recommendations to Commerce management applicable Capital Facilities programs.
  • Provide oversight of the Capital Facilities programs contract negotiations and execution processes.
  • Ensure the appropriate terms and conditions, scope of work, certifications, and other documents are identified to mitigate risk to the agency and comply with state and federal laws, agency requirements, and program policies.
  • Oversee the development of program contract templates and resources.
  • Ensure that contracts are aligned with all statutes, program rules, the agency’s performance expectations, and the appropriate authorizing authority.
  • Review and approve all Capital Program contracts prior to circulation to the grantee and Assistant Director for signatures.
  • Provide complex technical assistance on Capital Facilities programs to nonprofits and local governments.
  • Oversee technical assistance and outreach efforts to support potential applicants.
  • Advocate on behalf of all Commerce programs and identify other funding opportunities available to applicants through other Commerce programs.
  • Collect and report program performance data for Results Commerce, Results Washington, Priorities of Government, and other initiatives.
  • Participate in divisional Quarterly Target Reviews and ensure any associated data for the unit is reported accurately and timely.
  • Develop executive reports and summaries for executive management as requested.
  • Supervise a team of professional staff.
  • Oversee all work performed for the Building Communities Fund, Building for the Arts, Youth Recreational Facilities, and all direct appropriations (Capital Facilities programs).
  • Delegate workload responsibilities, priorities, and assignments to staff.
  • Evaluate staff performance and address concerns as necessary.
  • Address and resolve conflicts between staff as they occur.
  • Recommend corrective or disciplinary action to the Section Manager.
  • Encourage and support staff professional development goals and provide growth opportunities.
  • Work with staff to determine training needs.
  • Perform all aspects of the hiring process.
  • Ensure all agency hiring procedures are followed and requirements are fulfilled in coordination with Human Resources.
  • Ensure orientation and training is provided for new staff.
  • Manage the biennial budgets for the Capital Facilities programs, track spending, and regularly monitor project fund balances.
  • Assist the LGD Budget and Finance Manager in the development of biennial budgets and allotments and assist in the re-appropriation process.
  • Develop systems for contractor authority, invoicing, reasonableness, approval, and processing.
  • Establishes fiscal process and resources for Capital Facilities programs staff in accordance with agency and state policies, rules, and regulations.
  • Provide fiscal information and assistance for unit, division, and agency budget and financial meetings.
  • Respond to fiscal information requests from the Governor’s Office, the Legislature, OFM, and Executive Management.
  • Manage all aspects of contract tracking utilizing CMS and other systems as necessary.
  • Perform required maintenance of these systems, determine the need for any fixes and/or enhancements, and develop necessary reports to access information for program analysis and reporting.
  • Coordinate with the LGD Budget and Finance Manager to ensure that legislative and competitive project information entered matches the information in the state financial systems.
  • Provide necessary Commerce staff with access to all tracking systems.
  • Provide training to staff on all aspects of the systems, such as data entry, mail merges, reports, etc.
