About The Position

The Maine Department of Public Safety (DPS) is seeking an individual to serve as the Chief of the Bureau of Capitol Police. The Bureau of Capitol Police is a full-service law enforcement agency responsible for the safety of the people and the security of the buildings that make up Maine’s seat of government. Capitol Police officers patrol State-owned or controlled properties in Augusta, enforce laws, including parking and traffic regulations, and respond to alarms or other calls for help or assistance on two primary campuses. The Capitol Police also have an office at Riverview Psychiatric Center where they assist staff and individuals receiving care. Capitol Police Security Agents are responsible for keeping weapons and other dangerous items out of the Capitol building. The Bureau’s Security Guards provide security for approximately 50 State-owned buildings and properties in Augusta and Hallowell. The Chief is the head of the Bureau of Capitol Police and manages the planning and organization of all Bureau of Capitol Police operations. The Chief manages a budget of approximately $4 Million and is the subject matter expert for the Bureau, testifying in front of the legislative council and at the Legislature on all Capitol Police-related budgetary and legislative issues. This position is responsible for ensuring the efficient operations of the Bureau and oversight of the staff. The Bureau is staffed by a Lieutenant, two Sergeants, one Detective, ten Officers, two Security Guards, ten Security Agents, and two administrative staff. The ideal candidate will be a proven law enforcement leader with strong operational management experience, to coincide with strong project/change management experience, be familiar with the State’s budgetary and legislative process, can work and plan beyond the immediate pressures, can adapt to changing priorities and accept new challenges; and have a strong commitment to effectiveness and efficiency. This leader must also possess a collaborative spirit and experience utilizing a community policing approach in a dynamic atmosphere. The ability to communicate effectively, both in a public speaking forum and through written communication, is essential.

Requirements

  • Ten (10) years of command staff level law enforcement experience and/or education in criminal justice/law enforcement.
  • Proven law enforcement leader with strong operational management experience.
  • Strong project/change management experience.
  • Familiarity with the State’s budgetary and legislative process.
  • Ability to work and plan beyond the immediate pressures.
  • Ability to adapt to changing priorities and accept new challenges.
  • Strong commitment to effectiveness and efficiency.

Responsibilities

  • The Chief is the administrator of the Bureau of Capitol Police.
  • Plans, organizes, coordinates, and controls the operations of the Bureau of Capitol Police, which protects the people and provides security for the State-owned and leased buildings in Augusta.
  • Will act as the change agent directly responsible for several proposed large-scale projects.
  • Formulates and administers the budget.
  • Works with DPS leadership and the Security & Employment Service Center to ensure proper funding for the Bureau of Capitol Police.
  • Maintains high personal standards regarding ethics, truthfulness, and credibility on and off duty.
  • Represents the Commissioner and DPS in meetings on legislative matters, including occasional testimony to the Legislature.
  • Act as a member of the broader DPS Leadership Team.
