About The Position

Alberta Education and Childcare, with technical input from Alberta Infrastructure, reviews submissions from school jurisdictions for new building and building renovation projects to assess, prioritize and submit capital funding requests to the Alberta Government's capital planning process. In addition to developing the provincial school capital plan, Alberta Education and Childcare develops policies and procedures for the effective planning and implementation of the school facilities capital program, the Infrastructure Maintenance and Renewal (IMR) program, and new initiatives/programs as approved by the Minister of Education and Childcare such as facility programs for independent, collegiate, and charter schools. The Capital Programs Branch is accountable for leading the planning and other pre-approval activities associated with the school capital program within Alberta Education and Childcare. This includes the analysis, evaluation, and development of capital submissions for both major and minor capital projects.

Requirements

  • University graduation degree (preferably in Civil Engineering, Construction Management, Architecture, Infrastructure, etc.) in a related field plus at least two years' experience working in an environment related to facility design and/or capital planning for public infrastructure or equivalent.
  • Knowledge of broad range of planning, engineering and construction, including RFQ/RFP evaluation.
  • Experience working in a public sector enterprise (preferably in a municipality, city, provincial government or federal government) would be a strong asset.
  • Knowledge of broad range of Infrastructure life cycle management and/or asset management.
  • Knowledge of government strategic and policy directions and business plan goals relating to the Ministry mandate.
  • Knowledge of relevant legislative and policy documents including School Capital Manual, Education Act, Disposition of Property Regulation, relevant sections of the Municipal Government Act, and the New West Partnership Trade Agreement
  • Ability to research and analyze floor plans.
  • Synthesize data and develop associated recommendations, briefings or reports utilizing relevant information systems and business productivity software (e.g., Microsoft Word, Outlook, Excel; Power Point, internet).

  • Ability to obtain a professional designation or possessing a current professional designation or professional membership (APEGA, APPI, PMP, AAA, CET, etc.) are considered assets.

Responsibilities

  • Review and assess site readiness documentation to provide recommendations on the status of proposed sites and the readiness to proceed with construction of school infrastructure on these sites.
  • Using knowledge of school building design and construction, review schematic designs and report the extent to which each aligns with the recommended scope in relation to the School Capital Manual.
  • Analyze and make recommendations to the Major Capital Programs Manager on the categorization and capacity calculations of specialized areas in proposed school designs.
  • Review annual maintenance and renewal plans and expenditure reports in conjunction with Facility Condition Assessments in a timely manner.
  • Assess enrolment trends and space utilization data to support evidence-based recommendations on capital project need and prioritization.
  • Complete capital planning assessment requirements and analysis of data.
  • Prepare briefing materials, issue notes, and recommendations to support senior management and decision-makers in capital planning and program delivery.
  • Collaborate with internal and external stakeholders, including other ministries, school authorities, and partners, and represent the sector on cross-government working groups and committees.
  • Support the Capital Planning Management Team in the delivery of the program operations.
