About The Position

The Capital Outlay Project Engineer is responsible for managing all phases of the school’s capital outlay program and selected small facility projects. This position ensures that projects are executed in compliance with the Virginia Public Procurement Act (VPPA), the Construction and Professional Services Manual (CPSM), and other applicable state regulations. Reporting directly to the Director of Facilities and Engineering, the Project Engineer serves as the primary liaison between VSDB, design professionals, contractors, and oversight agencies, ensuring that projects are delivered on time, within budget, and to required quality standards. The position also provides expertise in long-range facility planning and supports school operations by coordinating project activities to minimize disruption to students and staff. The Virginia School for the Deaf and the Blind (VSDB) is committed to providing a safe, accessible, and functional learning and residential environment that supports the education and well-being of its students. Effective management of capital outlay and facility improvement projects ensures compliance with state and federal regulations while maintaining the integrity and sustainability of campus facilities. This position plays a critical role in planning, coordinating, and executing capital projects in alignment with VSDB’s mission and state requirements.

Requirements

• Demonstrated experience in architecture, engineering, construction management, or a related field.
• Demonstrated experience managing capital outlay or large-scale construction projects.
• Working knowledge of procurement regulations, construction contracts, and state/federal building requirements.
• Knowledge of Capital outlay project lifecycle, including planning, design, procurement, construction, and close-out.
• Knowledge of Virginia Public Procurement Act (VPPA), CPSM, and other applicable state and federal regulations.
• Knowledge of Building and Life Safety Codes, ADA accessibility requirements, flood plain restrictions, and historic preservation requirements (DHR, AARB).
• Knowledge of Budget development, cost control, and financial tracking for capital projects.
• Knowledge of Contract administration, project scheduling, and construction management practices.
• Skills in Project management, including coordinating multiple large-scale projects simultaneously.
• Skills in Reviewing and interpreting architectural/engineering plans, specifications, and contracts.
• Skills in Analyzing budgets, schedules, and contractor performance to ensure accountability.
• Skills in Preparing clear and concise reports, presentations, and project documentation.
• Skills in Facilitating effective communication between contractors, consultants, school staff, and state oversight agencies.
• Abilities/Competencies to Lead and manage complex construction projects while balancing competing priorities.

Nice To Haves

• Fundamentals of Engineering (FE), Professional Engineer (PE), Registered Architect (RA), or Certified Construction Manager (CCM) credential.
• Direct experience with Virginia state capital outlay processes, VPPA, CPSM, and DGS procedures.
• Experience working in a public-sector, educational, or state agency environment.
• Familiarity with accessibility standards, historic preservation requirements, and sustainability practices.
