About The Position

The Seattle Public Library is seeking a Capital Improvement Project Manager to plan and manage major asset maintenance and facility projects. This role involves working independently to oversee projects from start to finish, managing design, construction, and vendor contracts, and preparing cost estimates, budgets, and schedules. The position requires effective communication with stakeholders, representing the Library at project meetings, and managing project closeout procedures. The work environment is primarily an office setting but includes field visits to construction sites, which may involve physical activity and the use of protective gear. Travel to project locations may be required, potentially using a City Motor Pool Vehicle or a personal vehicle with reimbursement.

Requirements

  • Bachelor’s Degree in Architecture, Engineering or Building Construction, or equivalent training.
  • Minimum seven years of established experience in facilities project management as an in-house owner’s project representative, on a wide range and number of small to moderate ($5K to $5M+) institutional, retail and/or commercial facility projects and building types, managing design and specialty consultants, general contractors and sub-contractors, furniture, fixtures and equipment vendors, and stakeholder expectations.
  • Candidate must manage 20-25 short duration, intensive projects per calendar year of varying size/complexity, in overlapping phases of development and implementation.
  • Demonstrated practical understanding of integrated facility design and construction (including facility programming), building types/uses, and common construction practices, Americans with Disabilities Act (ADA), building codes and regulatory compliance in Seattle.
  • Highly experienced in developing Request for Proposals (RFP) for design/consulting services, competitive bid documents for facility projects and furniture, fixtures & equipment assessment and procurement in an institutional setting, especially public and non-profit sectors.
  • Highly skilled at defining/assessing project work scope; facility programming and space planning; broad and practical understanding of construction means/methods to ensure that projects achieve their goals and objectives in a timely and cost effective manner.
  • Must have excellent communication and presentation skills; working and communicating with all organizational levels and project stakeholders.
  • Competency (no supplemental training required) in Microsoft Office applications, including Project and Visio (or equal), and other software (i.e. Adobe Acrobat Std/Pro) in a networked Windows environment to prepare reports and documents that integrate text, graphics, and quantitative information.
  • Skilled at leveraging technology to effectively manage workflow; using smartphone/tablet applications, traditional laptop/desktop applications, remote desktop access (via VPN), digital photography, etc., to work effectively whether at the office, from jobsites or home.
  • A valid Washington State Driver’s license.

Nice To Haves

  • Past in-house employment in complex, established institutional, public/non-profit organizations and/or corporate sector experience is highly desired.
  • Retail/banking facility project experience a plus.

Responsibilities

  • Develop comprehensive project work plans and schedules.
  • Meet with project stakeholders to confirm work scope and expectations.
  • Seek project approvals from management.
  • Incorporate value engineering concepts in developing project scenarios and cost estimates.
  • Coordinate consultant selection process.
  • Work with architectural and engineering consultants to prepare pricing/bid documents and project manuals.
  • Develop and negotiate contracts for design and construction.
  • Ensure stakeholders are advised and updated on scope changes.
  • Communicate expectations to project team members.
  • Make timely updates to budgets and schedules and advise/alert management of decisions or issues.
  • Observe construction phase activities to ensure compliance to contractual documents and specifications.
  • Report on activities and deficiencies to respective OAC project team members.
  • Review construction change order proposals and construction change directives, and recommend for approval/disapproval.
  • Communicate and expedite actions/directives to AEC team members for assigned projects.
  • Resolve, advise, or escalate controversial issues to the Capital Program Manager.
  • Authorize payments to contractors, vendors, and consultants.
  • Prepare and process change orders.
  • Verify the accuracy of product and service invoices.
  • Represent the Library at OAC and project stakeholder meetings.
  • Prepare punch lists for assigned projects.
  • Differentiate between punch list and warranty items.
  • Manage and expedite completion of Library-approved punch list items by scheduling and coordinating respective contractors and vendors.
  • Conduct timely field inspections of corrective work.
  • Resolve problems or escalate to Capital Program Manager.
  • Manage project closeout process: Startup, move-in and occupancy.
  • Collect operations and maintenance (O&M) materials, as-built drawings, warranty items, and other related issues with AEC team members.
  • Expedite execution of agreed upon punch list and warranty work by contractors and vendors.
  • Represent the Library in resolving punch list and warranty matters.
