The Capital Financial Operations Manager provides leadership and managerial oversight for the financial operations aspects of capital projects managed by Facilities and Real Estate Division. This includes financial accounting and compliance, reporting, systems administration, budget coordination, monitoring, and project closeouts related to construction and facilities development. The incumbent ensures that capital financial transactions adhere to the University's policies, accounting standards, statutory regulations, and industry best practices. As the subject matter expert for capital financial operations, including capital financial systems, payment processes, and workflows, the Manager is responsible for the accuracy, integrity, and efficiency of capital project financial data. The role provides strategic advice to senior stakeholders on capital financial processes and compliance requirements, including prompt payment and holdback administration under Ontario's Construction Act. The Manager also oversees the effective use and continuous enhancement of capital financial systems and processes in partnership with Information Technology Services (ITS), collaborates closely with Capital Accounting, University Planning, Design and Construction (UPDC), Facilities and Services (F&S), and other stakeholders, and supports long-term capital planning and reporting initiatives. The Manager also leads the Capital Accounts Payable team, providing work direction and expertise to the group, as well as coaching and developing team members to foster a collaborative, service-oriented culture.
