About The Position

The Utilities Division is responsible for public health and safety, as well as safeguarding the environment, by providing crucial safe water and wastewater services. This position is part of the team that provides services necessary for human health, economic stability, and overall societal well-being. At the core of the mission of providing these services includes commitment to providing excellent customer service to our citizens, business partners, regulatory agencies, and other county divisions.

Requirements

  • Graduate of an accredited four-year college or university with course work in civil or environmental engineering, public administration, business management, and physical or natural sciences or related environmental science fields.
  • Four (4) years of experience in development coordination, utilities engineering, utilities administration, utilities compliance, utilities maintenance and/or utilities construction.
  • Must have a valid driver's license and be able to secure a valid Florida driver's license within 30 days of employment.
  • A comparable amount of related training and experience may be substituted for the minimum qualifications.
  • Ability to stand and walk for extended periods and navigate uneven or wet terrain.
  • Ability to bend, crouch, kneel, and climb stairs during site inspections.
  • Ability to lift or move equipment or materials weighing up to 30 pounds regularly and up to 50 pounds occasionally.

Nice To Haves

  • Able to develop and/or maintain hydraulic models of the county’s water, wastewater, and reclaimed water systems with the modeling software currently in use by the Utilities Division. Currently used programs: WaterGEMS and SewerGEMS.

Responsibilities

  • Reviews development projects through the County’s development review process to ensure compliance with Land Development Code, Utilities Code, and applicable regulations.
  • Coordinates with County departments, consulting engineers, developers, contractors, and other utility providers regarding water, wastewater, and reclaimed water capacity requirements.
  • Participates in meetings with the Land Development Division, Building Division, and development representatives to facilitate efficient project review and coordination.
  • Tracks utility capacity commitments and allocations for development projects and coordinates with regulatory agencies regarding available system capacity.
  • Assists in preparation of the Utility Capacity Summary Report and evaluation of water and wastewater demand projections.
  • Updates and analyzes hydraulic models (WaterCAD/WaterGEMS) to assess development impacts on system capacity.
  • Assists with connection fee calculations and analysis of system capacity availability.
  • Assists with permit renewals, regulatory compliance reviews, and field inspections of facilities.
  • Reviews analytical and operational data to ensure compliance with regulatory standards.
  • May serve as project manager for consultants supporting capacity planning and compliance projects.
  • Coordinates project activities and monitors progress of assigned projects or studies.
  • Attends meetings, conferences, and training sessions as required.
  • Performs related duties as assigned.
