The Community & Sate Clinical Strategic Capabilities team is seeking a Capability Manager (aka Strategic Product Manager) to enhance and transform the care management experience. Our team is dedicated to developing capabilities that empower care managers to deliver simplified, personalized, and compassionate care that drives improved health outcomes for our members. By transforming care management with AI-driven tools, data insights, and automation, we enable person-centered clinical models that prioritize impactful interventions, seamless operations, and tailored engagement across digital, telephonic, and in-person channels. As a capability manager, you will be responsible for applying strategic product management methodologies and techniques to develop and enhance technology solutions that improve care the management experience. This role involves collaborating with cross-functional business and technology teams to identify capability gaps, drive capability opportunities, and develop strategic plans and requirements to optimize solutions and deliver maximum value to our markets. The ideal candidate is a natural problem-solver and collaborator who is able to translate business opportunities into clear product strategies and roadmaps. They thrive in cross-functional environments, communicate with clarity, and know how to balance vision with execution. Requirements

  • 5+ years of experience in capability management / product management, or a related role within the product management or technology industry and a proven track record of developing and implementing capability strategies that drive improved experience and efficiencies
  • Experience with capability assessment frameworks, performance metrics, and data analysis tools
  • Experience in developing clear, business-friendly product strategy and vision, strategic roadmaps, product materials, and go-to-market plans
  • Hands-on experience in documenting product requirements and breaking down work into capabilities and features
  • Knowledge of product development /software development processes with the ability to lead and drive continuous improvement initiatives
  • Knowledge of industry-standard product management lifecycle and associated deliverables

Nice To Haves

  • Training and/or certification in Human-Centered Design
  • Product Management / Product Manager Certification
  • Experience in Healthcare product/capability management
  • Knowledge of Medicaid & DNSP lines of business, including core Medicaid and LTSS
  • Solid analytical and problem-solving skills, with the ability to interpret complex data and derive actionable insights
  • Excellent communication and interpersonal skills, with the ability to collaborate effectively with cross-functional teams and stakeholders

Responsibilities

  • Identify and define the capabilities required to achieve the strategic goals of the C&S Clinical Strategic Capabilities portfolio. Develop and implement strategic solutions to build and enhance capabilities, including development of strategic vision, roadmap, and features that bring the overall solution to life. Ensure capabilities align with overall business objectives and customer/market needs
  • Work closely with other product managers, designers, developers, and various stakeholders to integrate capabilities into strategic roadmaps. Facilitate workshops and meetings to align and prioritize capability needs, requirements, and development plans. Collaborate with development, training, and readiness teams to build competency in new capabilities and prepare for go-to-market launch(es)
  • Conduct regular capability gap analyses to identify areas for improvement and development. Develop strategic plans to address identified gaps and enhance product capabilities. Continuously monitor and evaluate the effectiveness of implemented capabilities, using feedback loops, observations, and other measures in partnership with stakeholders and delivery partners
  • Stay current with industry trends, emerging technologies, and best practices in capability development. Introduce innovative solutions and approaches to enhance product capabilities. Promote a culture of continuous learning and improvement within the team
  • Build and maintain solid relationships with key stakeholders, including business leaders, customers, and partners. Communicate capability roadmaps and progress plans to stakeholders effectively. Manage stakeholder expectations and ensure alignment on capability goals, roadmap timelines, and outcomes
  • Establish and maintain metrics and KPIs to measure the success and impact of capabilities. Monitor and analyze capability performance data to identify trends and insights. Report on capability performance and provide recommendations for improvement
  • Govern capability delivery plans from idea through development and launch, ensuring timely and successful delivery to the markets. Collaborate with stakeholders and delivery teams to manage delivery timelines, resources, and budgets effectively. Coordinate with cross-functional teams to align dependencies across and integration of capabilities across roadmaps
