Our Joint Staff J7 Team has an opportunity for a Joint training C2 Instructor/Controller with a focus on designing, managing, implementing, and sustaining Joint Data Networks and complex Common Operational Pictures (Joint and Coalition COPs) to support Elite Constellation exercises. The candidate will serve as the primary interface between C4, Model & Simulation (M&S) and systems engineering planners. They will provide C4 integration planning support to all phases of the Joint Staff training events to include Joint, US and multi-national military training exercises. Integrate large scale entity level live, virtual, and constructive federations of M&S systems and C4 systems to provide a full spectrum common operational picture (COP) to multiple distributed sites. These COPs must account for CJADC2 tools, and the increased complexity and global integration requirements introduced by Elite Constellation, ensuring they provide a comprehensive view of transregional, multi-domain, and multi-functional operations. The Candidate shall oversee the management and maintenance of COP systems and architectures, ensuring interoperability across U.S., allied, and coalition forces. Additionally, the Candidate shall ensure COP data accuracy, integrity, and accessibility, enabling decision-makers to address interconnected operational challenges effectively.

Requirements

• Qualified JICO experience
• Bachelor’s degree (technical area of study) + 5 years of experience in information systems or related field.
• Familiarity and experience with CJADC2, Platform/OTH, TADIL/Link-16, and Intel/Elint messaging and data flow between various C4I systems.
• Outstanding communications skills
• Knowledge of the JELC

Nice To Haves

• Experience with curation of force structure, terrain, and system characteristic data for use in DoD Modeling & Simulation (M&S) training applications is a plus.
• Knowledge of JS J7’s Joint Live Virtual Constructive (JLVC) federation is a plus.
• Knowledge of the Joint training exercise planning, design, execution, and assessment process (JELC – Joint Exercise Life Cycle) is a plus.
• Experience with Jira and Confluence is a plus.

Responsibilities

• Develops the Common Operating Picture diagram, federation / simulation support architecture diagram(s) and the network/comms diagram.
• Perform the duties of a Joint Interface Control Officer (JICO) by designing, managing, and sustaining Joint Data Networks. These networks must be capable of supporting CJADC2 and the expanded scope of transregional and multi-domain operations, including Tactical Data Links (TDLs) and Multi-TDL networks.
• Develop the simulation data flow diagrams, COP architecture and model federation diagrams.
• Develop OPTASKCOP and OPTASKLINK documentation as required by each event
• Coordinate with government planners and CCMD C4I personnel the connectivity and data flow requirements.
