About The Position

Looking for a challenging and impactful role where you can further develop your procurement expertise? As a Buyer with our team, you'll be a key player in shaping the City's future while supporting the needs of today. You will be part of a supportive team where you’ll manage procurements for projects of varying complexity, from office supplies to infrastructure initiatives like recreation centers and LRT construction. Using your professional judgment, diplomacy, and strong time management skills, you will provide advice to our business partners, lead end-to-end procurement processes. Your role will be to balance operational priorities while ensuring the City receives best value, all while maintaining transparency and integrity throughout the process. Requirements

  • A University degree, directly related to the requirements of the position - Supply Chain Management or equivalent, PLUS a minimum of two years of directly related procurement experience OR High School Diploma AND a Supply Management Training (SMT) Diploma from the Supply Chain Management Association (SCMA) or equivalent, PLUS a minimum of four years of directly related procurement experience OR Minimum completion of level 2 towards the SCMP designation, or a minimum of a two-year post-secondary diploma in business, public administration, or a related field, PLUS four years of directly related procurement experience OR High School Diploma PLUS a minimum of six years of directly related procurement experience
  • Thorough knowledge of procurement practices, tender and contract law, and trade agreements
  • Strong analytical, critical thinking, and problem-solving skills to identify risks and mitigation strategies
  • Excellent listening, verbal, and written communication skills to lead meetings and maintain professional relationships with collaborators and suppliers
  • Ability to work highly independently and adapt to rapidly changing situations and conflicting priorities
  • Proficiency in Google Workspace (Gmail, Sheets, Docs, Slides)

Nice To Haves

  • Experience and knowledge specifically within public sector procurement
  • Practical experience utilizing ERP systems such as SAP or Oracle
  • Completion of a Supply Chain Management Professional (SCMP) designation from the Supply Chain Management Association (SCMA) or a Certified Public Procurement Officer (CPPO) certification from the Universal Public Procurement Certification Council (UPPCC) or equivalent designation is considered an asset

Responsibilities

  • Collaborate with business partners to develop sourcing strategies for low to intermediate complexity procurements, including competitive and non-competitive processes
  • Compose and manage various RFx documents and evaluation plans, ensuring all processes are compliant with City policies, trade agreements, and applicable best practices
  • Facilitate RFx evaluations, consensus scoring, and lower-risk negotiations with suppliers
  • Create and review contract and Purchase Order documentation for accuracy and compliance
  • Provide expert advice to business and community partners and collaborators on procurement procedures and best practices
  • Conduct research on suppliers and market trends to ensure the City utilizes effective sourcing methods
  • Draft correspondence to unsuccessful suppliers and facilitate professional supplier debriefings
  • May represent the City, as part of a team, at external functions by providing advice and guidance to potential bidders and suppliers by helping them gain a greater understanding of the City’s procurement processes
  • Consult and work in conjunction with other subject matter experts such as legal services, information technology, finance, and other procurement professionals
