About The Position

PCSI is looking for a Buyer (Engineering Tech IV) at SWRMC- LLTM! This role involves compiling requests for materials, preparing and issuing purchase orders, tracking purchases and supplies, and handling inquiries about orders. The position also includes preparing solicitations, evaluating bids from potential suppliers, and executing procurement actions. Responsibilities may include interviewing potential suppliers to gather pricing and specification information, creating spreadsheets with price comparisons, expediting deliveries, tracking orders, documenting delays, communicating with requestors, resolving supplier questions, reconciling purchase orders with received items/services, notifying vendors of late invoices, and validating invoices against purchase orders or subcontracts. This position reports to the Procurement Supervisor and is based at SWRMC-LLTM in San Diego. Requirements

  • High School Diploma or GED.
  • 1-3 years related technical or practical experience required relating to procurement or material control.
  • Requires extensive knowledge of Microsoft Office applications and PC functions, procurement/inventory software.
  • General knowledge of Navy procurement operations is required.
  • Strong analytical and organizational skills.
  • Outstanding organizational and time-management skills.
  • Demonstrated ability to perform multiple assignments concurrently.
  • Demonstrated ability for long-term planning.
  • Must possess the ability to develop a positive working relationship with customers and employees.
  • Must possess good written and verbal communication skills.
  • Ability to pass criminal, financial, drug, and driving screening.
  • Ability to be insured as an authorized driver for the Company.
  • Possess a valid driver’s license and maintain good driving record.

  • Ability to work outside in inclement weather as needed and be exposed to various dirt, debris, and odors.
  • Ability to respond to after-hour emergency calls as determined by the Contracting Office Representative (COR).
  • Ability to travel up to 25% locally.

Responsibilities

  • Compile requests for materials, prepare and issue purchase orders, keep track of purchases and supplies, and handle inquiries about orders.
  • Prepare solicitations, evaluate bids from potential suppliers, and execute the procurement action.
  • Interview potential suppliers by telephone or face-to-face to check on prices and specifications and thereby put together spreadsheets with price comparisons and other facts about each supplier.
  • Expedite deliveries, track orders and document delays of receipts.
  • Direct communication with requestor’s regarding all aspects of their request.
  • Resolve any supplier questions.
  • Reconciliation of purchase orders with items or services received notification to vendors/suppliers when invoices are not received timely and validation of invoices to purchase orders or subcontracts.
  • Other duties as assigned.
