About The Position

This is a full-time position, reporting to the Deputy Director of Purchasing. The Buyer II is responsible for performing all facets of county government purchasing including but not limited to preparing and coordinating bids and requests for proposals, awarding contracts and prepare, review and award county purchase orders. The goal of the Buyer II as directed by the Deputy Director of Purchasing is to meet the purchasing needs of county departments within State and County policies and guidelines.

Requirements

  • Associate's degree in business administration or a related field; AND Two or more years of related experience in performing the essential functions of this job OR Three and one-half years' experience as an Assistant Buyer OR Any equivalent combination of education, experience and training that provides the required knowledge skills and ability to perform this job
  • Strong professional ethics.
  • General knowledge and understanding of the procurement process.
  • Ability to follow office protocols and County procurement code.
  • Ability to handle and resolve problems in a timely manner.
  • Ability to work independently and remain focused on task.
  • Excellent organizational skills.
  • Accurate and detail oriented.
  • Able to carry tasks to completion.
  • Strong knowledge of Microsoft Office Suite.

Responsibilities

  • Prepare, issue and review bids, Invitation for Bids (IFB), Requests for Proposals (RFP), Requests for Quotations (RFQ), and Requests for Information (RFI).
  • Act as the purchasing representative to assigned County departments and commodities, as assigned by the Director.
  • Provide guidance or instructions on procurement to County departments.
  • Analyze and recommend purchasing strategy.
  • Prepare and review County purchase orders.
  • Prepare and manage County contracts where assigned.
  • Review and obtain any legal opinions needed throughout the procurement process.
  • Perform as a liaison between County and vendors.
  • Perform internal and external customer performance reviews with end users and suppliers.
  • Oversee contractor or supplier performance.
  • Advise the Director and/or Deputy Director of Purchasing of any issues affecting the County or the County departments.
  • Participate where assigned by the Director on committees or special projects.
  • Help develop strategies for online procurement services.
  • Develop a working knowledge of contracts available for County procurement.
  • Perform other duties, tasks and special projects as required.
  • Perform all other duties, tasks, and special projects related to position as required.
