About The Position

The City of Anaheim Purchasing Department is seeking a Buyer I/II. The Purchasing Department oversees the acquisition of all materials, capital equipment, operating supplies, and contracted services for the City. It's responsibilities include anticipating departmental needs, creating cost effective specifications, strategically sourcing vendors, managing competitive bid processes, and negotiating contracts. Buyers perform a variety of professional level duties involved in the cost effective procurement of quality services, equipment, and supplies as required and requisitioned by City departments. The City of Anaheim reserves the option to hire at either level based on candidate qualification and selection process.

Requirements

  • Buyer II: Two years of responsible professional buying and purchasing experience supplemented by a Bachelor’s degree from an accredited college or university with major course work in purchasing, materials management, accounting, business administration, public administration, or a related field.
  • Buyer I: One year of responsible professional buying and purchasing experience supplemented by a Bachelor’s degree from an accredited college or university with major course work in purchasing, materials management, accounting, business administration, public administration, or a related field.
  • An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.
  • Knowledge of basic operations, services, and activities of a purchasing program.
  • Knowledge of commodity markets, marketing practices and commodity pricing methods.
  • Knowledge of modern and complex principles, procedures, methods and legal requirements of purchasing.
  • Knowledge of methods and practices used in competitive bidding.
  • Knowledge of current market conditions, trends and sources of supply.
  • Knowledge of accounting and receiving principles.
  • Knowledge of office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.
  • Knowledge of pertinent federal, state and local laws, codes and regulations.
  • Ability to review purchase requisitions and effectively purchase a variety of supplies, equipment, and services.
  • Ability to analyze and evaluate product and price variables.
  • Ability to prepare accurate and legally correct specifications and contracts.
  • Ability to prepare clear and concise reports including sound recommendations.
  • Ability to interpret and explain City purchasing policies and procedures.
  • Ability to instruct employees on, and effectively use an automated purchase requisition system.
  • Ability to evaluate specifications prepared by departments for accuracy and appropriate content.
  • Ability to evaluate bids and make sound recommendations for award.
  • Ability to exercise sound judgment and deductive reasoning.
  • Ability to conduct research and prepare analytical and narrative reports.
  • Ability to operate office equipment including computers and supporting word processing, spreadsheet, and database applications.
  • Ability to work independently in the absence of supervision.
  • Ability to understand and follow oral and written instructions.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to establish and maintain effective working relationships with those contacted in the course of work.
  • Possession of an appropriate, valid driver’s license.

Nice To Haves

  • Purchasing experience in a public sector environment is desirable.
  • Purchasing experience for a full service city to include public utilities, police, fire is desirable.
  • Certifications for a Certified Professional Public Buyer or Certified Procurement Professional is highly desirable.
