About The Position

AE Strategies is expanding its project delivery team and is seeking a Business Transformation and Technology Consultant who can move comfortably between mission needs, business operations, and technology delivery. This is not a narrowly defined project manager role. The portfolio may include IT modernization, application development, software or hardware deployments, process redesign, data and analytics initiatives, and other cross-functional efforts supporting a federal agency. You will translate complex client goals into executable plans, bring structure to ambiguous problems, and keep stakeholders aligned from discovery through implementation. Depending on the project, you may operate as a project lead, business analyst, facilitator, tester, implementation partner, or trusted advisor. The common thread is ownership: understanding the problem, organizing the work, surfacing risks and decisions, and helping the client achieve measurable results. The initial portfolio is expected to include a strong concentration of IT projects, with a subset focused on software and application development. The IT portfolio involves collaborating with teams spanning multiple functions. You may also collaborate with enterprise operations, networking, application development, records management, cybersecurity, asset management, and business functions such as Finance, Procurement, HR, and Facilities. To excel in this role, you must be analytical, adaptable, business-minded, navigate complex challenges, and thrive in a fast-paced federal environment. The Business Transformation and Technology Consultant will lead the planning, execution, implementation, training, and measurement of multiple concurrent projects. You will drive project performance through effective stakeholder communication, data-driven decision-making, rigorous tracking of timelines, risks, dependencies, deliverables, and disciplined requirements elicitation, management, and validation. Success in this role requires strong leadership, sound judgment, and the ability to deliver scalable, high-quality IT solutions in a fast-paced federal consulting environment.

Requirements

US Citizenship.
Ability to pass a background investigation and obtain and maintain a Public Trust security clearance.
Must be able to work full-time onsite in Washington, DC.
Bachelor's degree with a minimum of eight (8) years of business analysis or project management experience.
Experience managing multiple complex projects concurrently across diverse stakeholder groups, preferably within an IT or technology-enabled portfolio.
Experience partnering with technical teams on technology initiatives; direct software development experience is desired but is not required for every project.
Strong executive communication and facilitation skills, including experience presenting to senior leadership, subject matter experts, and staff.
Experience with requirements elicitation and management, current/future-state analysis, process improvement, and gap analysis.
Experience using data, metrics, and visualization to support decisions and communicate results.
Advanced proficiency in Microsoft Office Suite (PowerPoint, Word, Excel).

Nice To Haves

Experience managing projects deploying new software implementations or hardware development, systems modernization, developing applications, and other IT modernization efforts.
Experience in a management consulting firm, particularly working with federal government clients.
Agile Certification such as Certified ScrumMaster (CSM) or Certified Scrum Product Owner (CSPO).
Project Management Professional (PMP) Certification.
Experience using project management software (i.e., Jira).
Experience creating data visualizations in business intelligence software such as Tableau

Responsibilities

Lead multiple complex and cross-functional initiatives from planning and requirements through implementation, training, measurement, and closeout.
Build practical project roadmaps, milestones, delivery plans, risk and issue tracking, decision logs, and executive-level status reporting.
Partner with technical teams and business stakeholders to translate mission and operational needs into clear requirements and actionable work.
Create alignment across senior leaders, subject matter experts, technical teams, vendors, and end users while managing competing priorities and dependencies.
Identify delivery risks early, drive decisions, remove obstacles, and maintain accountability for commitments and deliverables.
