This role is responsible for coordinating AI governance processes, managing enterprise AI risk classification and impact assessments, maintaining the AI inventory, and ensuring compliance with data governance, cybersecurity, legal, and ethical standards. In addition, the position leads strategic AI roadmap development and enables responsible experimentation and innovation aligned with City priorities. The role functions as the primary liaison among executive leadership, departments, legal counsel, cybersecurity, procurement, and external vendors to ensure AI systems are deployed securely, ethically, transparently, and in a manner that strengthens public trust.

Requirements

  • 7+ years of experience in enterprise program management, data governance, risk management, technology strategy, or complex cross-functional initiatives.
  • Demonstrated experience implementing governance frameworks in regulated or public-sector environments.
  • Strong understanding of data governance, privacy, risk management, and compliance principles.
  • Proven ability to lead enterprise-wide initiatives involving diverse stakeholders.
  • Excellent executive communication and presentation skills.

Nice To Haves

  • Bachelor’s degree in Data Analytics, Information Technology, Public Administration, Public Policy, Business, Computer Science, or a related field.
  • Experience supporting AI, advanced analytics, or machine learning initiatives.
  • Familiarity with AI governance frameworks (e.g., NIST AI Risk Management Framework).
  • Experience coordinating cross-functional governance committees.
  • PMP, PMP, Agile, or comparable program management certification.
  • Experience working closely with cybersecurity, legal, and procurement teams.
  • Experience in municipal or public-sector governance environments.

Responsibilities

  • Operationalize and administer the City’s Artificial Intelligence Policy and Governance Framework.
  • Maintain and oversee the enterprise AI inventory, including risk classification and lifecycle status tracking.
  • Coordinate Tier 2 and Tier 3 AI Impact Assessments and facilitate Enterprise AI Governance Committee review and approval processes.
  • Monitor lifecycle compliance for deployed AI systems, including bias testing, data drift monitoring, retraining documentation, and model updates.
  • Ensure implementation of meaningful human oversight and operational fallback requirements for applicable systems.
  • Track AI compliance metrics and prepare executive reporting in coordination with the CDAO and CIO.
  • Lead development and execution of the City’s AI roadmap, including use-case intake, prioritization, and value realization tracking.
  • Align AI initiatives with enterprise data strategy, modernization priorities, and service delivery objectives.
  • Identify opportunities for responsible AI adoption that improve resident experience, operational efficiency, and decision quality.
  • Develop frameworks to evaluate business value, risk posture, and readiness for AI initiatives.
  • Assess AI initiatives for equity, civil liberties, privacy, cybersecurity, and operational risk considerations.
  • Escalate material risks or compliance concerns to the CDAO, CIO, CISO, and Legal as appropriate.
  • Coordinate documentation and response related to AI-related incidents or policy violations.
  • Ensure vendor AI solutions meet contractual transparency, accountability, and audit requirements.
  • Establish safe experimentation pathways for low-risk AI use cases.
  • Provide guidance and education to departments on responsible AI practices and policy requirements.
  • Promote explainability, transparency, and responsible AI literacy across the organization.
  • Support development of public-facing AI disclosures and transparency reporting.
  • Serve as the primary liaison among departments, Legal, Cybersecurity, Procurement, Risk Management, and executive leadership for AI-related initiatives.
  • Facilitate Enterprise AI Governance Committee meetings and document decisions.
  • Support procurement review processes for AI-enabled technologies.
