About The Position

This position primarily serves as Business Systems Analyst. Duties of this position will be to define and analyze user requirements and document these requirements in a clear and concise manner so that they can be translated into automated applications and related manual system specifications. Please note this position follows a hybrid work schedule to include both in-office and telework. Candidates must be able to work from the assigned work location in Virginia.

Requirements

  • Extensive experience gathering and documenting user requirements
  • Extensive experience developing design documentation, project documentation, and test plans
  • Experience conducting meetings and documenting decisions
  • Experience successfully implementing custom built applications
  • A combination of education, experience, and training in Computer Science, Information Systems, or related field demonstrating the required knowledge, skills, and abilities of the position
  • Considerable knowledge of business and systems analysis, requirements documentation, application design techniques, database design, system development life cycle, iterative development, and project management concepts
  • Demonstrated ability to define and document user requirements from multiple sources and prepare complex documents to effectively relay these requirements to both business users and developers
  • Considerable experience in application development, maintenance, and implementation, systems analysis and design; project management; and business process improvement
  • Demonstrated ability to define and document business processes and determine where processes can be improved
  • Demonstrated ability in developing and executing test plans for complex systems
  • Working knowledge of .Net, SQL, Java, JavaScript
  • Working knowledge of Oracle and SQL Server databases
  • Ability to successfully lead a team and foster a team environment and effectively communicate both orally and in writing

  • Knowledge of DEQ’s mission, business functions and programs
  • Knowledge and/or experience with Commonwealth of Virginia enterprise systems, including eVA, Cardinal, Bank of America Works, FAACS, Oracle Fusion HCM, ERP and/or EPM

Responsibilities

  • Interacting with DEQ business process owners to translate service requests into high level and detailed requirements documents
  • Analyzing and testing complex application modules
  • Defining functional and nonfunctional requirements
  • Reviewing programming specifications
  • Reviewing and testing developed programs to determine if business and functional requirements have been satisfied
  • Completion of these tasks on multiple projects
  • Developing design documentation, project documentation, and test plans
  • Conducting meetings and documenting decisions

  • Developing and executing test plans for complex systems
  • Leading a team and fostering a team environment
