Business Analyst supporting enterprise system modernization, phased implementations, and software rollouts. Responsible for requirements analysis, Agile/SDLC coordination, change management, user adoption, and application support using tools such as Jira, ServiceNow, or Azure DevOps, while providing team leadership and mentorship. The Business Analyst will serve as the principal line of communication for the project team. The Business Analyst serves as a vital resource within the Offender-Based Information System (OBIS) Modernization Program, acting as a strategic bridge among a large departmental user base, internal technical teams, and external vendors for the Correctional Information Management System (CIMS). This role focuses on analyzing operational workflows, evaluating application readiness, and managing business requirements throughout the phased rollout of this next-generation offender management platform. Unlike traditional static BA roles, this position pairs core process analysis with proactive operational engagement to champion system adoption and ensure a seamless rollout experience. The Business Analyst plays a key role in post-deployment stabilization by gathering comprehensive field data, performing gap analysis on production issues, and conducting Tier 1 and Tier 2 technical troubleshooting to define system defects. By translating user friction into actionable functional requirements, the analyst collaborates with vendors to prioritize software fixes, minimize downtime, and align ongoing application development with evolving enterprise needs.
