About The Position

This position is assigned to the Maine Revenue Services, Tax Compliance Unit. This is professional services work in analyzing, evaluating, and configuring tax systems focusing on all aspects of testing and ensuring testing protocols are met. Responsibilities include testing STARS discoveries, determining the accuracy of automated assessments, and evaluating discovery effectiveness. Work includes maintaining and updating business tax systems to support bureau initiatives. The position requires the ability to perform administrative tasks to support the automated assessments in TCU; excellent communication and organizational skills; to be able to work as a team; as well as establish and maintain effective working relationships. Work is performed under limited supervision.

Requirements

  • Knowledge of program management principles, methods, and techniques for developing, scheduling, and coordinating projects and resources.
  • Knowledge of the principles, methods, and techniques used to analyze and develop functional and organizational infrastructure requirements.
  • Knowledge of applicable state and federal laws, rules, and regulations.
  • Knowledge of current business and management systems, methods, and processes.
  • Knowledge of quality assurance principles, methods, and techniques used to ensure a project or program fulfills organizational requirements and standards.
  • Knowledge of data warehouses, user types, and system interfaces.
  • Knowledge of organizational procedures, workflow, costs, protocols, policies, and functions.
  • Knowledge of group and individual behavior and dynamics.
  • Knowledge of training methods and techniques.
  • Ability to communicate and influence the behavior and thinking of individuals.
  • Ability to develop and instill a variety of best practices.
  • Ability to gather information from a wide variety of sources.
  • Ability to organize work, set priorities, and determine resource requirements.
  • Ability to assess, identify, and respond to employee training needs.
  • Ability to write technical reports and documents.
  • A five (5) year combination of education, training, and/or professional experience in project management, systems analysis, business analysis, program specialty, or related field.

Responsibilities

  • Perform activities to validate the integrity of the system and that quality control standards are maintained throughout systems and processes.
  • Coordinates STARS operation planning and research methods in order to identify State income tax non-filers: tests, audits, and evaluates output to improve automated assessments.
  • Provides technical advice and consultation to management and professional staff regarding tax calculation programs for TCU automated assessments.
  • Collects and evaluates pertinent data related population management criteria for automated determination of residency.
  • Collaborates with vendors, unit staff, and managers to discuss problems, correct plans, and implement system solutions.
  • Confers with vendors and/or IT personnel on system problems to troubleshoot abnormalities and identify solutions.
