About The Position

This is a new position as part of the FY 26/27 budget, pending final City Council approval. The anticipated employment start date is Monday, July 6, 2026. The role involves performing a variety of clerical, administrative, and technical duties to support business services within the administrative office. This includes economic development programs related to commercial, retail, and industrial business attraction, retention, and expansion, as well as marketing, promotions, events, and outreach. The specialist will serve as the initial contact and liaison between the City and local government/workforce agencies and the business community, provide small business development services, and perform other assigned duties.

Requirements

  • Two years of increasingly responsible administrative and analytical experience preferably in a government agency.
  • Equivalent to completion of twelfth grade required.
  • Knowledge of operational characteristics, services and activities of the administrative office.
  • Knowledge of procedures and techniques of permit processing, plan review, and inspection and business license processing.
  • Knowledge of modern office procedures, methods and equipment including computers and applicable computer applications.
  • Knowledge of principles and procedures of record keeping and filing.
  • Knowledge of methods and techniques of proper phone etiquette.
  • Knowledge of customer service techniques, practices and principles.
  • Knowledge of English usage, spelling, grammar and punctuation.
  • Knowledge of basic mathematical principles.
  • Knowledge of business letter writing and report preparation.
  • Knowledge of pertinent federal, state and local laws, codes and regulations.
  • Knowledge of contemporary marketing practices.
  • Knowledge of promotional event planning and public relations techniques.
  • Knowledge of economic development strategies.
  • Knowledge of business development.
  • Knowledge of municipal zoning and infrastructure.
  • Knowledge of advertising layout and design.
  • Ability to establish and maintain communication and cooperation with a wide variety of business organizations, individual businesses and community leaders.
  • Ability to develop, write, edit, and produce promotional materials.
  • Ability to exercise sound independent judgement within established guidelines.
  • Ability to prepare clear, concise and complete documents, reports and correspondence.
  • Ability to make public presentations.
  • Ability to read, interpret and record data accurately.
  • Ability to work a flexible work schedule which may include evenings, weekends and holidays.
  • Ability to travel for trainings, meetings and conferences, locally, and out of the area.
  • Ability to organize, prioritize and follow-up on work assignments.
  • Ability to respond, verbally and in writing, to requests and inquiries from the general public in a professional manner.
  • Ability to establish and maintain effective working relationships with those contacted in the course of work.

Nice To Haves

  • Associate’s degree from an accredited college or university with major course work in marketing, communication, economics, public administration, business administration or a related field preferred.

Responsibilities

  • Prepares economic development plans; analyzes data regarding retail sales tax, employment, and commercial real estate; reports on trends.
  • Assists in the implementation of business retention, expansion, and attraction programs.
  • Analyzes economic, demographic, and land use data to create reports for city leadership.
  • Assists with redevelopment projects, special events, and City website management.
  • Recommends and investigates ways to obtain grants, loans and other procurement of funds for the development of businesses.
  • Acts as a liaison with the business community, commercial developers, and the public.
  • Responds to business inquiries.
  • Attends events as City representative; markets and promotes City’s economic vitality and quality of life.
  • Prepares City marketing material; manages branding.
  • Serves as point of contact for business representatives and guides them through each City process.
  • Establishes strong working relationships and regularly meets with key partners in the community; provides programmatic support for existing businesses and potential businesses.
  • Works with commercial and industrial property owners on future plans; develops a database to match those property owners with suitable businesses.
  • Works with City GIS to map business properties and business opportunities for the public.
  • Networks with regional partners, including neighboring Cities, County, State of California Go Biz, CalED, etc.
  • Monitors local, state and federal legislations and regulations relating to economic development; reports findings, trends and recommendations.
  • Performs other related duties as assigned.
