About The Position

Performs intermediate skilled technical work. Work is performed under the limited supervision of the Senior Real Property Appraiser.

Requirements

• Thorough knowledge of the principals of personal property appraising for assessment purposes.
• Thorough knowledge of the North Carolina Machinery Act as related to ad valorem taxation.
• General knowledge of and ability to operate personal computers and associated hardware, software, and peripheral equipment.
• Ability to analyze factors which tend to influence the value of business personal property and to exercise judgment in the determination of values; ability to make arithmetic computations using whole numbers, fractions and decimals.
• Ability to compute rates, ratios, and percentages.
• Ability to enter data into computer accurately and at a reasonable rate of speed.
• Ability to solve problems within scope of responsibility.
• Ability to prepare and maintain reports of work activities.
• Ability to write clear and concise reports.
• Ability to establish and maintain effective working relationships with associates and the public.
• Knowledge of Dare County operations, policies, and procedures.
• Knowledge of modern office practices and procedures.
• Skill in the use of computers and software applications related to the essential functions of the job.
• Skill in effective communication, both verbally and in writing.
• Skill in the use of various types of office equipment (e.g., copier, fax, document scanner, multi-line telephone system, etc.).
• Ability to identify and resolve problems in a timely manner.
• Ability to work independently with minimal supervision.
• Ability to establish and maintain effective working relationships with other personnel and the public.
• Associate degree or equivalent.
• One to three (1-3) years of experience in related field or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
• Valid driver’s license

Responsibilities

• Manages the listing, appraising, and assessing of Business Personal Property; generates tax listing forms; reviews listings for completeness and accuracy.
• Conducts discovery process for determining unlisted business/personal property and sends bills as appropriate.
• Maintains the situs and ownership of manufactured homes; assists property owners with listing their property such as vehicles, boats, trailers, mobile homes and changes to real property.
• Greets visitors; answers telephone; provides information; forwards calls to appropriate party; assists the general public and professionals with the completion of standardized records or documents; directs visitors to appropriate party.
• Supports and assists other employees including motor vehicle assessments and billing inquiries, discovery of taxable real property, generating tax notices, processing tax relief applications, etc.
• Conducts damage assessments after storms and disasters as necessary.
• Performs other assigned duties.
