About The Position

The University of Maryland, Baltimore School of Medicine - General Child Psychiatry has an exciting opportunity for a Lead Business Operations Specialist. Requirements

  • Bachelor’s degree in business administration, public administration, finance, marketing, accounting, human resources, or other related field.
  • Four (4) years of business related experience to position required, with at least one (1) year experience in at least two of the following: human resources, payroll, finance, facility, or research administration.
  • Knowledge of position requirements.
  • Knowledge of all applicable requirements, regulations, and laws.
  • Skill in effective use of applicable technology/systems.
  • Ability to effectively communicate both verbal and written thoughts, ideas, and facts.
  • Ability to work cooperatively with others and independently.

Responsibilities

  • Lead day to day departmental business operations including a combination of: Finance (FIN), Human Resources (HR) and Payroll (FINPR), Purchasing (SSAS), Research Administration (REA), and Facility Planning (FAC). Functions as an advisor and administrator of business operations. Analyze and resolve business operations issues and needs; interpret policies; provides quality control to operations; execute business plans and procedures; and demonstrate solid subject matter knowledge.
  • Propose and execute functional standards of operations, policies, procedures, processes, and protocols to ensure compliant, effective, and efficient operations. Implement campus policies, procedures and programs, and ensures are compliant with Federal, State, and local policies, procedures and regulations by developing training, leading group meetings, and creating informational materials.
  • Assist management with and provide recommendations on short- and long-term department planning and projects outcomes. Accountable for success of short- and long-term projects that increase the operational efficiency and effectiveness of the department.
  • Lead the lifecycle research administration process from development, review, and submission through the post-award stage. Identifies, develops, and implements procedures/practices to ensure research administration goals and objectives are met while complying with University, federal, state, and sponsor rules and regulations. Conceptualizes, develops, and provides ongoing training and education to the department or school to increase institutional knowledge related to grants and contracts. (RES)
  • Perform integrated revenue and expense analyses, projections, reports, and presentations. Identifies trends and developments and presents findings to senior management. Perform financial forecasting and reconciliation of internal accounts. Creates and analyzes monthly, quarterly, and annual reports and ensures financial information has been recorded accurately. Identify, investigate, and resolve trends and variances. (FIN)
  • Lead department payroll operations, such as establishing appropriate checks and balances to ensure payroll and timesheet compliance and accuracy. Generates reports for the general ledger and reconciliation, and oversees the administration of payment. Works closely with Financial Services-Payroll to ensure proper reconciliation and payroll compliance (FSPR).
  • Lead procurement operations for department to support strategic initiatives which includes developing, monitoring, analyzing, forecasting, and reporting of expenditures. (SSAS).
  • Assist leadership with setting strategic HR goals and objectives. Manage unit's HR to ensure optimum efficiency, interpretation, and compliance with appropriate federal, state, local, and USM, UMB, and school policies. Ensure HR data is accurate and identify inaccuracies and errors and takes appropriate action to rectify. Apply and communicate HR policies and practices and problem resolution support and escalates to campus HR as needed. Collaborate with HR in analyzing trends and is responsible for monitoring, tracking, and ensuring compliance. Oversees the performance assessment compliance ensuring submission is timely processed. (HR)
  • Lead departmental facilities management including space allocation, communication services, furniture, fixtures and equipment design, and planning of facility expansion and/or modification. Liaise with campus departments to ensure efficient and appropriate facility maintenance, renovations, and upgrades. (FAC)
  • Provide guidance, training, and mentoring to less experienced personnel in daily operations while continuously acquiring and sharing new knowledge and methods. May provide direct supervision to professionals or skilled technical employees.
