About The Position

The Division of Behavioral Health and Recovery (DBHR) is seeking to hire a Business Operations and Data Analyst to serve as a project lead in state and federal data matters. This role involves conducting operations, analytical, and statistical reviews of Substance Use Disorder (SUD) grant, contract, and service data to support management in decision making. The analyst will manage multiple projects by meeting deadlines, utilizing prioritization, communication, attention to detail, task switching, and critical thinking skills. Key projects include researching, compiling, and developing required and ad hoc reports and presentations using various IT systems, databases, and software such as Excel, Tableau, SQL, and/or Access. The position also involves performing quality control tests to ensure data integrity, generating reports and presentations on data-related matters, and collaborating with stakeholders to achieve project goals. Responsibilities include planning and implementing work plans, documenting unit processes, assisting personnel with decision-making, and coordinating hardware and software needs for end-users, including training and problem resolution.

Requirements

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, supplemented by a master's degree in business or public administration, with coursework in areas such as economic theory, accounting and finance, organizational theory, and operations research.
  • Requires three (3) years progressively responsible professional experience in management operations analysis.
  • Requires the ability to travel in the performance of job duties.
  • Requires the ability to utilize Microsoft Office Suite such as Excel, Access, and PowerPoint in the development of reports, etc.
  • Requires the ability to utilize office equipment, including personal computers and basic computer skills.

Nice To Haves

  • Three (3) years of professional experience interpreting results of multivariate, correlational, qualitative and descriptive analysis.
  • Three (3) years of professional experience developing and applying research design techniques with application to social or health data.
  • Three (3) years of professional experience using statistical programs such as Statistical Package for Social Science (SPSS), Statistical Analytical Software (SAS) and Qualitative Analysis to run analyses and create statistical, scientific and narrative reports and narratives.
  • Three (3) years of professional experience in the preparation of narrative and statistical reports that communicate the results of complex data analysis studies performed.
  • Three (3) years of professional experience in effective, collaborative communication (orally and written) with internal and external entities.
  • Three (3) years of professional experience with qualitative research approaches in a health/healthcare-related professional context.

Responsibilities

  • Serves as a Business Operations and Data Analyst in a lead project role for state and federal data matters by conducting operations, analytical and statistical reviews of Substance Use Disorder (SUD) grant, contract and service data to support Division of Behavioral Health (DBHR) management in decision making.
  • Develops and implements electronic work plans to manage routine and ad-hoc data-related projects and resources, as well as documents the unit’s processes and procedures, based on grant and data-driven project goals and objectives.
  • Coordinates and supports, both onsite and remote, DBHR end-user office hardware and software needs, including training and problem resolution.
  • Performs routine and ad-hoc quality control tests and generates corresponding management operation and evaluation communication, reports, visualizations and presentations to ensure the integrity and validity of data from DBHR’s client and service reporting system, licensing, and contract management systems.
  • Monitors and develops procedures and processes to improve and maximize DBHR and contractual reporting/dashboard systems.
  • Initiates and designs new or revised data collection techniques and forms, including tracking logs.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
