About The Position

The Illinois Prisoner Review Board is seeking to hire a motivated, self-starting Business Manager. The Business Manager reports directly to the Chief Fiscal Officer. This position is dynamic in nature and will perform a variety of complex, specialized fiscal duties for the agency including directing the processing of vendor vouchers, creating statistical reports, and assisting with the preparation of the agency’s annual budget. Must be comfortable with verbal and written communication. The ideal candidate will be able to work well with the public, staff, and senior management. Requirements

  • Requires knowledge, skill, mental development equivalent to completion of four (4) years of college with a major in business administration or related field.
  • Requires two (2) years professional business experience such as might be obtained as a Business Administrative Specialist or successful completion of a training course approved by the agency.
  • Requires the ability to pass a background check.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires appropriate valid current driver's license.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest.

Nice To Haves

  • Prefers one (1) year of experience conducting fiscal operations within a multi-million-dollar organization.
  • Prefers two (2) years of professional experience with enterprise resource planning (ERP) software such as SAP, database management systems such as HANA, SAMS, or other compatible and/or comparable software.
  • Prefers one (1) year of experience with BidBuy or other procurement software.
  • Prefers extensive knowledge with the functions of state government and the employing agency.
  • Prefers two (2) years of professional experience handling conflict resolution within staff, co-workers, vendors and clients.
  • Prefers one (1) year of experience with contract establishment, contract monitoring and working within the Illinois Procurement Code.
  • Prefers extensive knowledge of the fundamental principles of modern business administration.
  • Prefers a Bachelors' degree in the areas of Business Administration, Business Management, Finance, Economics or Accounting.
  • Prefers one (1) year of experience with timekeeping and payroll functions in a business setting.

Responsibilities

  • Oversees the procurement functions of the Fiscal Department.
  • Serves as working supervisor.
  • Directs the process of gathering specifications, preparing contracts, and negotiating and tabulating bids for various contractual services.
  • Analyzes past and current expenditures to determine the needs of the agency regarding commodities, services, and equipment services.
  • Coordinates with Human Resources to complete timekeeping and payroll functions.
  • Performs other duties as assigned or required which are reasonable within the scope of the duties enumerated above.
