About The Position

The City of Oxnard's Billing and Licensing Division is seeking a Business Licensing Code Compliance Inspector with strong technical and customer service skills to be part of the team. This individual will follow the lead of the Senior Business Licensing Code Compliance Inspector to participate in complex code enforcement activities, specializing in collecting business tax revenue owed to the city, including the responsibilities to verify business activities to ensure the accuracy of tax classification and rates. This role involves proactively investigating to determine that all businesses operating within the city limits are properly registered with the city and compliant with the business licensing-related Oxnard Municipal Code sections. As a Business Licensing Code Compliance Inspector, this individual will participate in the investigation into unlicensed business activities, coordinate audits of business tax filings, and ensure compliance with local and state professional regulations required for certain business licenses. This position also offers an opportunity to provide public education on business licensing compliance.

Requirements

  • High School Diploma or GED
  • One (1) year of work experience involving a high level of public contact, including experience dealing with the public in an inspection, compliance, investigation, community services, or customer service capacity.
  • Valid California Class C Driver’s License with a satisfactory driving record
  • Must be able to effectively communicate in English, both orally and in writing

Nice To Haves

  • Extensive in-depth knowledge of municipal business licensing ordinances, state/local regulations.
  • Ability to locate, inspect, and audit businesses; document violations with photographic evidence; and issue formal notices of violation.
  • Experience working with planning, fire, police, and the health departments to ensure comprehensive compliance, particularly regarding business licensing requirements.
  • Strong skills in de-escalating conflict with business owners and explaining complex regulations clearly.
  • Ability to communicate in Spanish verbally.

Responsibilities

  • Following the Senior Inspector’s lead to participate in investigations into businesses operating without a valid business tax certificate and associated permits required by the city and State.
  • Enforce business licensing-related Oxnard Municipal Codes and ordinances through mitigation and citation issuance.
  • Audit and verify business records and activities, including gross receipt declarations to ensure an accurate assessment of the business’s tax classifications and rates.
  • Review and prepare detailed reports, case files, and documentation for administrative hearings or legal proceedings related to business licensing-related non-compliance incidents.
  • Serve as a resource to business owners, other staff members within Business Licensing, and other City departments, providing information and analysis regarding applicable City regulations on business licensing and code compliance.
  • Collaborate with other City departments including Fire, Police, and Community Development to ensure businesses meet multi-agency safety and operational standards when businesses apply for a Business License with the City.
  • Perform other duties as assigned.
  • Performs inspections and investigations to determine compliance with and provide enforcement of business licensing-related codes and regulations; responds to complaints and concerns and conducts site visits; determines the existence of business licensing-related code violations, addresses issues and required remedies.
  • Prepares and serves notices of business licensing-related code violations and citations; gathers, enters data, logs, and maintains detailed activity records; presents evidence.
  • Works with and assists business licensing back-office staff members to process cases involving business licensing-related code violations, including site visits, code research, documentation, business tax collection, and other related work.
  • Provides support to other City departments and staff related to business licensing-related code violations and remediation.
  • Performs other duties of a similar nature and level as assigned.
