About The Position

The City of Saint Paul Office of Technology and Communications (OTC) is hiring a Business Intelligence Developer on the City’s Information Systems team. In this role you will help shape how data is used to improve services and operations for the residents of Saint Paul. You will build reports, dashboards, analytics and the data infrastructure that will support departments with actionable insights for informed decision-making. This role partners with departments across the City to understand data needs, drive enterprise data projects, identify meaningful approaches to interpreting and applying data, and develop compelling visualizations. You will also be instrumental in advancing the City’s enterprise data culture by promoting best practices and helping teams leverage data more effectively. This position is located at 25 4th St. W, Saint Paul, MN offering a hybrid schedule with mandatory in office days on Wednesdays and expected to be in office 2-3 days a week.

Requirements

  • A Bachelor's Degree in Information Management, Computer Technology or related field; and four (4) years of vacancy-related work experience, or vacancy-related technical school certificate and six (6) years of work experience related to the vacancy.
  • Work experience must have included business analysis and project definition that would allow one to gain a good understanding of technology relevant to the vacancy.
  • A combination of education and experience to equal 8 years or more can be used to qualify for the position.
  • May require a valid Minnesota Class D Driver's License, or equivalent out-of-state driver's license.

Responsibilities

  • Design, build, and maintain City’s data warehouse, data models, and database/reporting environments
  • Develop and manage Extract Transform Load (ETL) processes and data pipelines
  • Write, troubleshoot, and maintain SQL code
  • Contribute to enterprise data infrastructure planning and development
  • Develop reporting frameworks and produce reporting deliverables
  • Manage the City’s data and metadata to ensure security, extensibility, and accuracy
  • Provide data access to City staff and the public via enterprise data access tools
  • Collaborate with City departments to understand business needs and develop effective solutions
  • Communicate with end users to ensure reporting and analytics deliverables meet expectations
  • Help business users leverage appropriate business intelligence tools, techniques, and best practices
  • Provide business partners with training and capacity-building support in data stewardship and data literacy
  • Champion and promote a strong data culture across the city
