About The Position

The Business Intelligence Analyst will support the Texas Health and Human Services Commission (HHSC) on the Performance Management & Analytics System (PMAS) project. This role serves as a technical lead and critical liaison between IT and non-technical program staff, working with complex data sources across Health and Human Services departments and agencies. The analyst will empower HHS staff to develop complex queries, leverage AI prompting techniques, and produce accurate data for official agency reporting and strategic decision-making. The position operates within an agile development team and contributes to the continued development of the HHS data integration hub. All work products resulting from this engagement are considered works made for hire and are the property of HHSC.

Requirements

  • 10 years of experience gathering business requirements and translating complex data requests and operational requirements into clear, actionable queries for complex analytics data sources.
  • 10 years of experience explaining technical findings and data limitations in simple, non-technical language to end-users.
  • 10 years of experience in a complex data analysis, senior business/systems analyst, and/or data liaison role.
  • 10 years of strong experience with SQL for data extraction and manipulation.
  • 10 years of experience collaborating with end-users and performance analysts or IT internal leaders to create and validate reports, dashboards, and data visualizations for program monitoring and official reporting.
  • 10 years of demonstrated excellence in communication, presentation, and interpersonal skills.
  • 10 years of experience with data visualization tools such as Power BI and/or Tableau.

Nice To Haves

  • 5 years of experience leading as a technical project manager creating hybrid Agile sprint cycles, epics and stories, as well as Waterfall project plans and project artifacts.
  • 5 years of experience with Business Intelligence and/or Data Warehouse development.
  • 5 years of experience acting as the primary point of contact for program staff with data needs for federal, state, and internal reporting.
  • 5 years of experience working in a health and human services or similarly regulated environment, with a strong understanding of program data and reporting requirements.
  • 5 years of experience applying data governance and data quality principles.
  • 2 years of experience championing data literacy across the organization by developing and conducting training sessions for non-technical staff.
  • 2 years of experience training and mentoring staff with varying levels of data literacy.
  • 1 year of experience creating AI prompt catalogs using tools such as Streamlit with Python.
  • 1 year of experience applying responsible AI practices and compliance with agency standards.

Responsibilities

  • Gather business requirements from program areas and project sponsors and translate them into technical specifications and actionable data queries.
  • Serve as the primary point of contact for program staff with data needs related to federal, state, and internal reporting.
  • Develop and refine AI prompts and query strategies to accurately retrieve and synthesize data from complex analytics data sources.
  • Guide non-technical users in crafting precise prompts and establish a standardized library of prompt templates for common reporting needs.
  • Extract, integrate, and analyze data from multiple internal and external sources to support HHS program monitoring and reporting requirements.
  • Collaborate with end-users, performance analysts, and IT leaders to create and validate reports, dashboards, and data visualizations.
  • Provide subject matter expertise on validating AI-generated outputs, including identifying and mitigating data hallucinations.
  • Ensure all data outputs adhere to agency reporting standards, data governance policies, and compliance regulations.
  • Champion data literacy across the organization by developing and conducting AI and data training sessions for non-technical staff.
  • Stay current on emerging AI and data analytics tools and techniques to continuously improve data access, quality, and reporting practices.
