About The Position

AECOM is seeking a part-time variable Business Development Specialist to support growth across the Arizona, Utah, and New Mexico water markets. This role focuses on identifying and prioritizing near- and mid-term water and wastewater opportunities by evaluating public agency capital improvement plans, funding drivers, and project delivery strategies. Working closely with the Division Manager, this position will help align pursuit strategies with market timing, client readiness, and AECOM’s technical and delivery strengths.

Requirements

  • Bachelor’s degree in Engineering, Business, Planning, or a related field and 10+ years of relevant experience or demonstrated equivalency of education and experience

Nice To Haves

  • Experience supporting water, wastewater, conveyance, treatment, or PFAS-related programs.
  • Experience in business development, client management, or market strategy within the water and wastewater sector.
  • Working knowledge of public agency procurement, capital programs, and alternative delivery methods.
  • Strong analytical, communication, and relationship-building skills.
  • Familiarity with Southwest U.S. water markets and public utility clients.
  • Experience collaborating with technical and operations teams on pursuit strategy.

Responsibilities

  • Assess regional water and wastewater markets by analyzing public utility capital improvement programs (CIPs), funding sources, regulatory drivers, and delivery approaches.
  • Identify and qualify near- and mid-term opportunities aligned with AECOM’s strengths in collaborative delivery, conveyance, treatment, and PFAS-related programs.
  • Partner with the Division Manager to prioritize target clients and pursuits, focusing resources where AECOM’s differentiators provide the greatest competitive advantage.
  • Support go/no-go decisions and pursuit planning by providing market intelligence, client insights, and timing assessments.
  • Build and maintain relationships with public water and wastewater agencies, industry partners, and internal technical leaders.
  • Collaborate with operations, project managers, and technical teams to position AECOM early and effectively for upcoming opportunities.
