The Business Development Manager leads strategic market growth initiatives in the U.S. W&WW O&M sector, identifying new opportunities through a deep understanding of municipal and industrial client needs, regulatory drivers, and competitive landscapes. The role involves cultivating relationships with key stakeholders, developing capture strategies, influencing RFPs, and working closely with technical and operations teams to shape solutions. The role is instrumental in contract negotiation and closing, with a strong grasp of public-private partnerships, DB/DBO models, and long-term O&M agreements. The BD Manager will be qualified to serve as Key Personnel for strategic projects and retain primary ownership of the initial implementation phase of new projects. The role plays a key strategic part in working with the Acciona team in expanding the company’s water and wastewater (W/WW) market presence with a focus on California, Arizona, Texas, and Florida. Leveraging a strong technical background, the role will identify, track, develop, and secure opportunities in municipal and private sectors, spanning construction, design, and O&M services. The ideal candidate has deep industry knowledge, existing relationships, and a demonstrated ability to drive growth through strategic planning and client engagement. The role is also expected to have the competency, background and willingness to become a Key Personnel named to develop and implement strategic projects as they are awarded to the Company. This role requires frequent travel. Ideal candidate must be able to travel domestically, and on occasion, internationally according to business needs. The ideal candidate should be open to work in any of these locations: Phoenix AZ, San Diego CA, or San Antonio TX.

Requirements

  • Minimum 10+ years in the water/wastewater sector.
  • Demonstrated experience winning or leading work in any or a combination of the following: construction, design, O&M.
  • Proven success with project identification, proposal development, teaming strategies, and client capture.
  • Working knowledge of water/wastewater treatment technologies and delivery models (DB, DBO, EPC, CMAR, O&M, etc.).

Nice To Haves

  • Preferred Education: Bachelor’s degree in Civil Engineering, Environmental Engineering or similar technical background within the W/WW segment. Business, or related field would be considered with a strong demonstrated experience in the market.
  • Certifications: PE, PMP or similar certifications preferred but not required
  • Preferred experience in a management role within the W/WW segment, particularly with large and/or complex system(s).
  • Familiarity with regional procurement practices and public funding structures preferred.
  • Preferred Clients Experience: Experience working with agencies such as LA Department of Water & Power, SFPUC, City of Phoenix Water Services, Miami-Dade WASD, or similar.

Responsibilities

  • Identify, track and pursue new business opportunities in the W/WW sector with public and private clients.
  • Lead and develop pursuit strategies for key DB, EPC, O&M, P3, DBFOM and other delivery models.
  • Partner with internal technical teams to craft compelling, customized solutions.
  • Build and maintain relationships with municipal agencies (e.g., cities, counties, water authorities).
  • Support go/no-go decision-making, proposal development, and interviews.
  • Track market trends, funding opportunities and regulatory developments.
  • Represent the company at prospect/client meetings, industry conferences and networking events.
  • Direct implementation of strategic project initial phases as Key Personnel.
