Key Responsibilities Operational Excellence: Oversee all center operations across the designated region, ensuring successful implementation of RFPs, Job Corps frameworks, corporate policies, and quality assurance frameworks. Financial Management: Develop and manage annual operating and capital budgets; monitor expenses strictly to ensure the region consistently meets or exceeds EBITDA goals. Strategic Leadership: Support and mentor Center Directors, collaborating closely to guarantee all internal operational metrics and external contractual obligations are achieved. Stakeholder Relations: Build and maintain high-level relationships with the Department of Labor (DOL), local/state legislators, and political leaders to align with evolving funding requirements and workforce legislation. Partnership & Business Development: Cultivate strategic alliances with employers, corporate partners, and Community-Based Organizations (CBOs) to enhance Job Corps placement metrics and fuel expansion into proposed center locations. Talent Development: Drive ongoing staff growth by nurturing team members, fostering a culture of continuous professional training, and expanding industry knowledge across your region. Compliance & Governance: Ensure all services comply with local, state, and federal laws, as well as corporate care standards. Review and approve location-specific policies to manage liability and protect the business. Growth & Retention: Act as a core strategist in designing and executing projects aimed at retaining existing business, securing contract renewals, and capturing new market opportunities.

Requirements

  • Bachelor’s Degree in Business or Human Services required
  • Minimum of 5 years of supervisory experience managing at least 5 direct reports.
  • Must demonstrate excellent leadership skills with the proven ability to effectively manage complex systems, processes, and people.
  • Proven experience or demonstrated ability for strategic development and operational management at an executive level.
  • Strong preference for professionals from the Workforce Services industry.
  • High value placed on candidates with corporate-level experience and a background overseeing multiple sites with residential and training services.
  • Must maintain relevant professional licensure, registration, or certification in the state of practice, if applicable.
  • Ability and willingness to travel both locally and out of state as required to support regional centers and corporate initiatives.
