Make Your Impact Where it Matters Where Trusted Advice Creates Lasting Partnerships As a Business Development Manager, you'll serve as a trusted advisor to public sector leaders, helping agencies identify workforce challenges, organizational priorities, and strategic opportunities. Through relationship building, consultation, and collaboration, you'll connect clients with high-quality HR consulting services that drive meaningful organizational outcomes while expanding CPS HR Consulting's impact. This role is ideal for a public sector, HR, consulting, or organizational development professional who enjoys building relationships, solving complex challenges, and creating opportunities for impact. You will work at the intersection of client partnership, strategic consulting, and organizational growth, helping public agencies navigate complex workforce challenges while expanding CPS HR Consulting’s reach throughout the Western Region. This is a highly visible, strategic role where your work directly drives organizational growth and mission delivery.

Requirements

  • Four years of professional experience in business development, consulting, human resources, public administration, government relations, workforce planning, organizational development, or a closely related field, with demonstrated success building trusted relationships, developing client-focused solutions, and advancing organizational goals.
  • Equivalent to master’s degree in a relevant field. Additional qualifying experience may be substituted for the required education on a year for year basis.
  • Relationship-driven and skilled at building trust with diverse stakeholders.
  • Strong understanding of public sector workforce, organizational, or human resources challenges and enjoy helping agencies identify practical solutions.
  • Comfortable leading consultative conversations, asking thoughtful questions, and helping clients solve complex organizational and workforce challenges.
  • Strategic and results-oriented with a demonstrated growth mindset.
  • Navigate complex, consultative projects with confidence.
  • Sharp communication, negotiation, and presentation skills.
  • Natural in public, client-facing, and professional settings.
  • Collaborative, adaptable, and take ownership of results.
  • Energized by travel and in-person relationship building.
  • Genuinely passionate about supporting the public sector.

Responsibilities

  • Consult with public sector leaders to identify workforce challenges, organizational priorities, and service needs.
  • Build and deepen trusted relationships with public sector clients and decision-makers.
  • Serve as a trusted advisor by helping agencies evaluate solutions that support organizational effectiveness.
  • Lead business development strategy for the Western Region.
  • Identify and secure new client partnerships and revenue opportunities.
  • Develop compelling proposals, negotiate contracts, and manage opportunities from discovery through implementation.
  • Partner with marketing, client services, and leadership to design and execute growth initiatives.
  • Represent CPS HR at conferences, networking events, and industry forums.
  • Supervise, mentor and develop team members.
