About The Position

Valkyrie Enterprises has an immediate need for a full-time Business Development Manager-FNR to oversee the acquisition process for business opportunities of strategic importance to FNR growth objectives. This opportunity is Remote. FNR seeks to serve as the primary integrator of Innovation and Experimentation activities on and off government ranges and within Research, Development, Test and Evaluation (RDT&E) environments. This position will focus on accelerating the iterative evolution of technologies and delivery of capabilities to the warfighter and Intelligence Community (IC) by developing integrated solutions across technologies, venues, processes, and products. The successful candidate will bring a solutions-oriented approach to business development, strong customer engagement skills, technical fluency within range and RDT&E environments, and the ability to execute rapid and non-traditional acquisition efforts.

Requirements

  • Must have a Bachelor’s Degree in Engineering, Business, or a related field and at least 10 years of technical or business-related experience.
  • Must have at least 10 years of experience in U.S. Federal Government business development, capture management, and proposal management.
  • Must demonstrate a successful track record of capture and proposal management for federal business efforts, including success under compressed or non-traditional acquisition timelines.
  • Must possess strong analytical skills related to business development and capture management and demonstrated expertise in U.S. Government procurement practices.
  • Must possess sufficient technical fluency to operate credibly in Innovation and Experimentation, government range, and RDT&E environments.
  • Must be able to articulate how technologies, venues, processes, and products support warfighter and Intelligence Community mission outcomes.
  • Must have excellent oral and written communication skills to support customer interaction, professional relationships, and formal presentations to senior decision makers.
  • Must be a U.S. Citizen.
  • Must be eligible to obtain and maintain a Top Secret / SCI (TS/SCI) security clearance with a Counterintelligence (CI) polygraph.

  • Demonstrated success selling or capturing Innovation and Experimentation, range, test, evaluation, or RDT&E integration work rather than standalone services or labor hours, preferred.

  • Experience winning proposals, OTAs, and/or other non-traditional defense contracts under short-fused schedules, preferred.
  • Current TS//SCI clearance with a current Counterintelligence (CI) polygraph, preferred.
  • Experience supporting or capturing work within compartmented activities, including Special Access or other compartmented environments, preferred.
  • Experience supporting DoW and/or Intelligence Community customers in rapid capability delivery, experimentation, or technology transition, preferred.
  • Experience with solutions and product strategy and roadmapping, including aligning capture activities to incubation or productization roadmaps, preferred.
  • Familiarity working across contracts, purchasing, and IRAD functions to accelerate opportunity pursuits within a larger enterprise, preferred.
  • Demonstrated consultative customer engagement and account intimacy within DoW, IC, or related national-security markets, preferred.
  • Deep familiarity with the Shipley capture process for federal contracting, preferred.
  • Strong experience with Customer Relationship Management (CRM) systems, particularly Salesforce, preferred.
  • Demonstrated success with relevant IDIQ, MAC, or OTA consortium opportunities with ceilings greater than $100M, preferred.

Responsibilities

  • Lead an FNR business development portfolio to execute corporate growth strategies, goals, and milestones while positioning FNR as a primary integrator of Innovation and Experimentation activities on and off government ranges and in RDT&E environments.
  • Shape opportunities around the incubation of technologies, venues, processes, products, and solutions that accelerate iterative technology evolution and delivery of capability to the warfighter and Intelligence Community.
  • Manage full life-cycle business development and capture activities, including opportunity identification, competitive analysis, capture strategy development, team building, proposal support, pricing strategy, and preparation for contract award.
  • Manage, maintain, enhance, and execute a competitive and sustainable new-business pipeline aligned with actual Department of War (DoW) and Intelligence Community mission requirements.
  • Qualify new business opportunities and lead business development and capture activities throughout the opportunity life cycle, including short-fused and rapid-turn opportunities.
  • Translate customer problems into integrated Innovation and Experimentation offerings and articulate how FNR technologies, venues, processes, interoperability, and products support customer missions and accelerate capability delivery.
  • Execute rapid Other Transaction Authority (OTA) responses and quick-turn proposal efforts under compressed timelines while maintaining quality and compliance.
  • Analyze draft Requests for Proposal (RFPs) and Statements of Work (SOWs), manage and lead responses to Requests for Information (RFIs), and develop winning capture and proposal strategies.
  • Work closely with the Vice President of Business Development and Assistant Vice President of Proposal Management to prepare and present proposal plans.
  • Oversee and direct negotiations involving teaming agreements and workshare with technology partners, range operators, and other integrators as required.
  • Support development of price-to-win strategies through analysis of incumbent pricing, contract performance history, customer buying practices, and recent awards of comparable contracts.
  • Ensure proposal solution components are effectively integrated across appropriate proposal volumes and sections to create a consistent, cohesive response addressing RFP requirements.
  • Participate in color team reviews and support necessary adjustments to capture plans, offer design, and proposals.
  • Develop and maintain deep, consultative customer relationships, including within classified and compartmented environments, to ensure technologies, venues, processes, and solutions remain aligned with market and mission needs.
  • Navigate resources within a larger parent organization while maintaining the speed and responsiveness required of a startup environment.
  • Leverage internal resources including contracts, purchasing, and Independent Research and Development (IRAD) personnel to support rapid pursuit activities.
  • Support the development and evolution of product, venue, and process plans and roadmaps for existing, emerging, and new FNR offerings.
  • Support customer and industry engagement, range and RDT&E community outreach, Industry Days, market outreach, symposia, conferences, and related events.
