Role: The Director of Business Development will lead strategic growth initiatives for Douglas Drilling & Blasting across Virginia and the broader Mid-Atlantic region. This leader will identify, pursue, and secure high-value opportunities in heavy civil construction, site development, infrastructure, transportation, energy, industrial construction, quarry operations, and specialized drilling and blasting services. The role combines strategic market expansion, relationship management, industry expertise, and a deep understanding of construction and earthwork operations.

Requirements

10+ years of business development, sales, project development, or client management experience within heavy civil construction, drilling and blasting, aggregate production, mining, infrastructure, or related industries.
Proven track record of securing and growing high-value construction and excavation projects ranging from $1M to $100M+.
Strong network of relationships with contractors, developers, engineering firms, transportation agencies, utility providers, and industrial owners throughout the Mid-Atlantic region.
Working knowledge of drilling and blasting operations, rock excavation, site development, mass grading, quarry operations, infrastructure construction, and project delivery methods.
Ability to interpret plans, specifications, geotechnical reports, and project estimates while collaborating effectively with technical and operational teams.
Strong negotiation, presentation, relationship-building, and long-cycle sales skills.
Experience leading complex pursuits and coordinating cross-functional teams to secure new business.
Excellent communication and executive presence with the ability to engage stakeholders at all levels.
Willingness to travel throughout Virginia and surrounding states as required.

Nice To Haves

Experience working with DOT, transportation, utility, energy, mining, or industrial construction projects.
Existing relationships within Virginia, West Virginia, Maryland, Pennsylvania, and surrounding Mid-Atlantic markets.
Bachelor's degree in Business, Construction Management, Engineering, Geology, Marketing, or a related field.
Experience with CRM platforms, pipeline forecasting, and strategic account planning.

Responsibilities

Develop and execute a regional growth strategy targeting general contractors, developers, engineering firms, transportation agencies, utilities, mining operations, and industrial owners throughout the Mid-Atlantic region.
Identify and develop opportunities for drilling, blasting, rock excavation, quarry development, and site preparation projects, managing pursuits from initial lead generation through contract execution.
Build and maintain relationships with key decision-makers including contractors, developers, engineers, estimators, project executives, public sector agencies, and industrial clients.
Lead the pursuit process for RFPs, RFQs, and negotiated opportunities, coordinating with estimating, operations, and executive leadership to develop competitive proposals and presentations.
Establish and strengthen strategic relationships with engineering consultants, general contractors, aggregate producers, utility providers, transportation agencies, and industry partners.
Own annual business development objectives and revenue targets while driving sustainable growth across multiple market sectors.
Monitor construction activity, infrastructure funding, industrial expansion projects, quarry development, and regional economic trends to identify emerging opportunities.
Represent Douglas Drilling & Blasting at industry conferences, trade associations, economic development events, contractor organizations, and networking functions to increase market visibility and strengthen client relationships.
Develop long-term customer engagement strategies with key accounts, ensuring repeat business and expanding Douglas Drilling & Blasting's presence within targeted markets.
