About The Position

Q2IMPACT seeks a Business Development Consultant to support capture and proposal development for an anticipated National Guard Bureau (NGB) Knowledge Management (KM) Program Support Services opportunity. This role will be instrumental in all phases of capture and proposal preparation, including opportunity analysis, client engagement, partner and staff identification, technical solution development, and drafting compliant proposal content aligned with the Performance Work Statement (PWS). The project aims to support the development, implementation, and sustainment of an enterprise-wide KM program across NGB, the Army National Guard, the Air National Guard, and 54 states and territories. Key functional areas include KM governance, knowledge architecture and taxonomy, content lifecycle management, knowledge capture and sharing, SharePoint/365-based solutions, training delivery, and enterprise collaboration. The contract is anticipated to include a multi-year period of performance supporting enterprise KM maturity, knowledge flow, and decision-support capabilities across the National Guard Enterprise.

Requirements

  • Strong understanding of U.S. Federal procurement processes, including capture and proposal development.
  • Strong written communication skills with the ability to produce concise, proposal-ready content.
  • Ability to manage multiple inputs and deadlines within a fast-paced capture environment.
  • Demonstrated experience engaging with Department of War clients, with preference for direct experience supporting NGB or comparable National Guard or Joint Staff organizations.
  • Ability to interpret client priorities and translate Government feedback into actionable capture and proposal strategies.
  • Bachelor’s degree in business, international development, public administration, or a related field (or equivalent experience).
  • Minimum 5-8 years of experience supporting U.S. Government business development, capture, or proposal efforts.
  • Prior experience supporting the NGB, Army National Guard, Air National Guard, or comparable Department of War clients required or strongly preferred.

Nice To Haves

  • Familiarity with NGB mission structure, enterprise coordination across the 54 states and territories, and/or knowledge management initiatives within DoD environments is strongly preferred.
  • Demonstrated participation in proposals or programs involving KM enterprise-level service delivery across multiple stakeholders or distributed organizational structures (e.g., military components, state-level entities) preferred.

Responsibilities

  • Review, monitor, and analyze the NGB KM Services procurement and associated market research activities.
  • Support capture planning, including development of win themes, competitive positioning, and teaming strategy.
  • Support development and execution of client engagement strategies aligned with capture objectives.
  • Participate in client-facing discussions, industry engagements, and market research activities as appropriate.
  • Develop talking points, briefing materials, and targeted capability messaging tailored to NGB priorities and KM program objectives.
  • Conduct background research on client stakeholders, organizational structure, and evolving priorities to inform engagement strategy and proposal positioning.
  • Synthesize client inputs, feedback, and publicly available information into actionable capture insights.
  • Support preparation of questions, responses, and clarifications to engage the Government during pre-solicitation and solicitation phases.
  • Coordinate internal briefings to ensure alignment between leadership, technical teams, and partners on client priorities and messaging.
  • Identify, assess, and coordinate with potential partners providing KM advisory, SharePoint, and Power Platform capabilities.
  • Support development of teaming structures aligned with required labor categories and technical scope.
  • Facilitate partner coordination to ensure consistent messaging and alignment with the overall technical approach.
  • Coordinate with internal leadership and partners to define staffing structure, level of effort, and key personnel requirements.
  • Support sourcing of qualified candidates, including development of position requirements, resumes, and key personnel packages.
  • Support development of the technical approach addressing KM governance, knowledge lifecycle management, knowledge architecture, and enterprise collaboration requirements.
  • Ensure alignment between client needs, technical solution design, and evaluation criteria.
  • Draft and edit proposal content, ensuring alignment with PWS requirements.
  • Conduct targeted market research and competitive analysis.
  • Track opportunity updates and synthesize findings into capture recommendations.
