About The Position

The Kings County Behavioral Health Department is seeking a dynamic, solutions-driven professional for the position of Business Applications Specialist. This role involves maintaining and enhancing core business software, ensuring staff have reliable and efficient tools. The specialist will focus on problem-solving, streamlining workflows, strengthening data accuracy, and collaborating with users, IT partners, and vendors. Requirements

  • Equivalent to completion of the twelfth (12th) grade.
  • Supplemented by college level coursework in computer science, public administration, or a related field.
  • Two (2) years of increasingly responsible experience providing technical support for application systems, including responsibility for creating ad-hoc reports.
  • Possession of a valid California driver’s license issued by the Department of Motor Vehicles at the time of appointment.
  • Qualify for security clearance through a background investigation and fingerprint check, which includes a credit check.

Responsibilities

  • Provides technical and specialized support to an assigned department’s business applications, ensuring application functionality meets ongoing business and utilization needs.
  • Investigates and resolves software issues for assigned applications, recommending corrective actions or escalating to IT or vendors.
  • Monitors applications to ensure proper operation, output, and reliability standards.
  • Assists in developing and implementing procedures to improve application utilization and automate manual processes.
  • Trains staff on new and modified systems or procedures.
  • Develops operating procedures and user documentation.
  • Maintains, optimizes, enhances, and administers department business systems.
  • Supports business systems applications, and tests/evaluates their functionality.
  • Serves as a liaison between department users, IT staff, software vendors, and state/federal agencies for system implementation, maintenance, enhancements, and issues.
  • Performs quality assurance audits of electronic systems and records to ensure data integrity.
  • Collaborates with department users to understand business processes and needs, analyzes and documents requirements.
  • Recommends work processes and/or operating changes to complement system functionalities.
  • Consults on system and technology alternatives to address business needs.
  • Designs and creates system reports using Business Intelligence Applications (e.g., Crystal Reports, SQL), Excel, and other reporting tools.
  • Performs ongoing reviews of system applications and prepares recommendations for improvements.
  • Analyzes changes in program requirements and the impact of regulatory changes on business applications, recommending modifications for continuity and compliance.
  • Coordinates, develops, and/or administers trainings to department staff and users on business applications.
  • Develops technical system documentation, including user manuals and training materials.
  • Ensures accurate and timely imports and exports of administrative data.
  • Performs specialized duties in the design, development, and preparation of ad-hoc and formal reports for state and federal data warehouses and web-based databases.
  • Observes and complies with all County and mandated safety rules, regulations, and protocols, including HIPAA.
