About The Position

The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontario’s capital markets. The Investment Management Division oversees the regulation of investment funds and structured products that offer securities to the public in Ontario. This division plays a vital role in investor protection and has a leadership role in developing new rules and policies within the OSC and the Canadian Securities Administrators (CSA). Their scope includes reviewing investor protection issues, assessing product disclosure, and considering applications for discretionary relief. The Business and Market Data Analyst position will be key in profiling the activities of the Investment Management Division by reporting on the success and impact of Division initiatives and core work processes. These core processes include rule and policy consultation, prospectus and exemptive relief application reviews, and issue-oriented reviews of regulatory developments. The primary function of this role is to support these core processes by conducting research, collecting and interpreting market data, and supporting special policy projects. Reporting to the Manager, Analytics, the Business and Market Data Analyst will be instrumental in developing, maintaining, and analyzing key financial data to measure and report on performance, both internally and for publication in quarterly and annual reports.

  • Understanding of investment funds regulation and funds’ operations.
  • University degree in Business, Finance or a related discipline.
  • Experience working with data analysis and visualization skills with, data science tools such as Microsoft Power BI, Tableau, Python and SQL for data preparation, automation and analytical initiatives.
  • A minimum of 3-5 years of intermediate-level experience in the financial and/or regulatory sector. performing a similar function.
  • Understanding of the Canadian securities regulatory environment, with the capability of assessing the impact of various regulatory actions on stakeholders and the capital markets.
  • Basic knowledge of the Ontario Securities Act, regulations, policy statements, rules and internal operating procedures.
  • High proficiency in the MS Office suite of products.

Responsibilities

  • Provide research, including conducting background research on topics relating to investment activities in the funds industry, novel investment products, capital market development, and investor protection concerns, as requested.
  • With division staff identify, plan and conduct qualitative and quantitative market research to inform on mutual funds industry trends which impact on core Division processes and decisions, including prospectus, application and continuous disclosure reviews.
  • Conduct analysis of investment products’ attributes and risks using internally developed analytical datasets and frameworks.
  • Monitor, assess and interpret trends in the investment funds and structured products markets, both in Canada and globally, and prepare and design requirements on these trends.
  • Proactively identify additional market data and information to collect, maintain and analyze which is conducive to the efficient and effective operation of Investment Management Division.
  • Identify problems whereby efficiencies can be achieved, research and evaluate various alternatives and proceed with the most efficient solution.
  • Assess data quality, completeness, and limitations, and document analytical assumptions and methodologies.
  • Present research findings to the Division management team, senior staff, policy project leads and/or committees (i.e. CSA) and address questions and/or defend analysis.
  • Work with other divisions to identify, evaluate, access, organize, clean, validate, and maintain internal and external data sources required to support Division research, analysis, and reporting.
  • Maintain analytical datasets and models to support market monitoring, operational oversight, and risk‑based analysis.
  • With division staff interpret information related to Division operations, analyze market data, and present and report issues, findings and trends that impact on the work of the Division.
  • Develop, maintain dashboards and report, using Division-wide operational performance measures, to better reflect how the Division is meeting its mandate (i.e. for use in quarterly reports).
  • Analyze trends, anomalies, and emerging risks in market and operational data and surface issues that may require supervisory, policy, or operational action.
  • Leverage enterprise systems and platforms to extract and use data required for Division analysis and reporting.
  • Coordinate with enterprise system and digital teams as required to ensure appropriate data access and alignment with organizational standards.
