About The Position

The King County Facilities Management Division (FMD) Finance Section is seeking a Business and Finance Officer III to support the Real Estate Services (RES) section. This role will manage the Real Estate Services Sub-Fund and the Long-Term Lease Fund. The ideal candidate will have real estate and/or property management experience and will be responsible for all financial aspects of the RES section, including negotiating and executing property acquisitions and divestitures, leasing space for other King County agencies, and supporting property sales and leasing transactions. This position ensures compliance with legal, funding source, and contract requirements, and researches open issues or operational variances. FMD is currently improving internal operations and seeking proactive financial partners. The role involves overseeing and implementing accounting, budgeting, and financial reporting for both the RES Fund and the LTL Fund, as well as providing financial analysis of fund revenues and costs to FMD leadership and other King County entities. The position will make recommendations on financial processes, prepare Fiscal Notes for legislative decision packages, and provide subject matter expertise to the Real Estate Section. This role also supervises one Business & Finance Officer I, who handles permit billing and processing, reviewing and approving RES invoices, and reviewing RES lease invoicing and recording adjustments.

Requirements

  • Bachelor's degree in finance, business, accounting, or related field; OR an equivalent combination of education and experience.
  • At least three (3) years of progressive experience in accounting, finance, financial reporting, budget development, business analysis and forecasting, and use of enterprise-wide financial applications.
  • Lease accounting experience.
  • Demonstrated experience in presenting budget information as it relates to key policy issues for resource allocation.
  • Demonstrated experience in ERP/financial management systems, budget development and tracking systems, reporting systems and developing related solutions.
  • Ability to work well within a team, communicate challenges, identify opportunities, and to collaborate with other FMD team members.
  • Ability to synthesize complex financial and accounting issues in simpler terms for a non-finance/accounting audience.
  • Ability to identify opportunities for process efficiencies.
  • Ability to plan, prioritize, and meet deadlines.
  • Skilled in conflict resolution and ability to act in a tactful and diplomatic manner, especially with other divisions, auditors, and external agencies.
  • Proficiency using typical Microsoft Office products, (Outlook, SharePoint, Teams, and Excel [intermediate to expert level required])

Nice To Haves

  • Knowledge of public sector accounting and auditing, including structure, programs, funding sources, and policies.
  • Experience with real estate transactions, real estate portfolio management and other property management related tasks.
  • Experienced in the use of King County financial systems and tools such as Oracle EBS, BI Insights, BI Publisher, etc.

Responsibilities

  • Own overall financial oversight of the RES sub-fund.
  • Prepare financial reviews and analyze RES proforma budget reports.
  • Develop the RES proposed biennial budget as needed.
  • Analyze actual revenues and work with RES staff to develop estimated biennial revenue projections for RES services.
  • Submit revenue projection documentation for King County Council approval.
  • Run various budget system reports and reconcile submittals.
  • Analyze fund expenditures to determine biennial base budget requirements.
  • Provide analyses and recommendations to RES leadership on revenue enhancements and cost containment opportunities.
  • Support RES leaders with new building space requests, preparing space cost estimates, budget submittal documents, and requests for new positions or incremental expenditure requests.
  • Input financial information into King County’s budget systems, including uploading supporting documents.
  • Run monthly, quarterly, and annual budget system reports and periodically reconcile with submittals.
  • Work with the assigned budget analyst to document budget assumptions, answer questions, and provide supporting documentation for the RES fund’s budget.
  • Provide information to FMD leaders, Real Estate Services Manager, Finance Manager, and budget staff analyst for questions from the Executive Office, Budget Office, and King County Council staff.
  • Review incoming cash/checks for deposit to ensure proper coding and record keeping.
  • Help evolve FMD’s financial support to RES, report the results of RES monthly operations, and provide ad hoc support for RES decision-making.
  • Maintain database of rent and related lease operating costs for the Long-Term Lease Fund.
  • Provide key information for budget development, review budget proposals with the budget office, submit revisions as needed, and implement and monitor project budgets for all capital leases.
  • Analyze lease documents to prepare rent schedules, lease terms, KC operating cost responsibilities, and other additional costs.
  • Independently prepare and submit monthly approved rent rolls to AP.
  • Review lease operating cost estimates and annual operating cost reconciliations submitted by landlords.
  • Analyze cost changes and provide analysis to RES leasing staff.
  • Verify rates for scheduled changes and process monthly lease payments for multiple KC agencies.
  • Work with lessee agencies to collect reimbursement for monthly expenditures.
  • Provide agencies with information on lease budgets, estimated costs, and lease terms.
  • Monitor and develop projections of fund balance for the LTL Fund.
  • Provide fund analysis for presentation to Finance Manager, Division management, and Executive Budget Team.
  • Learn both Co-Star (lease management database) and Galaxy (lease accounting software).
  • Analyze leases to prepare cost projections of rent and operating costs for RES staff, Division management, fiscal legislation notes, lessee agencies, and for FBOD’s Gravity database group.
  • Act as subject matter expert pertaining to all financial aspects in development and implementation of lease database software.
  • Monitor leases for compliance with terms of the lease agreements and provide financial analysis of the Capital Fund.
  • Prepare the biennial budget for the Capital Fund and work with the Executive Budget Team to review accuracy of both the Capital budget and Operating budget proposals.
  • Assign, direct, and monitor the work of the BFO I direct report.
