The Department of Natural Resources & Conservation (DNRC) is seeking a Business Analyst to join the Forestry/Trust Land Division. The DNRC/FTLD mission is to ensure Montana’s land and water resources provide benefits for present and future generations. The Forest Management Bureau provides comprehensive spatial data management systems through collaboration with the State of Montana - IT. The ESRI platform is the primary vehicle for managing data, mobile technology, WebGIS and remote sensing. The Trust Lands Management System 2.0 (TLMS 2.0) is an SQL web-interface application that functions as a business management system as well as a Land Management System bridge and supports fiscal services, all 6 FTLD Bureaus and subsequent other program needs across the Division and the DNRC. This position provides functional support for the TLMS 2.0 System, offering leadership in data management, business process analysis, and client support. The system requires ongoing development, maintenance, and adaptation to changing business processes and statutory requirements. The position serves as a conduit between the Trust Lands business modules and the statewide IT program management team. TLMS 2.0 is an electronic records system required by statute to provide information to other agencies and the citizens of Montana. It facilitates the processing and recording of monetary transactions entering DNRC and provides transactional evidence for business operations. This position ensures TLMS 2.0 and supporting data systems meet business needs and align with agency policies, while maintaining data accuracy and accessibility. It serves as an interface between functional/business personnel, subject matter experts and technical resources, ensuring that TLMS 2.0 and supporting data systems are aligned with business requirements while providing robust, scalable, highly available, accurate information and data systems that comply with state and agency policies. The TLMS is built on a robust tech stack that maximizes feature service integration through the ESRI platform, intensive mobile technology apps, dashboarding, WebGIS (AGOL), Remote Sensing and complex ESRI Experience workflows. The TLMS is in lockstep with all business-side operations in conducting the Trust Lands Mission (Forestry, Minerals, Ag & Grazing, Real Estate, & Recreation) and subsequent management of 5.2 million surface acres (6.2 million subsurface) for the benefit of the K-12 public school system.
