About The Position

We are seeking a Business Analyst to support a federal government program by gathering, analyzing, and translating business needs into technical and functional requirements. The ideal candidate has hands-on experience working in AWS cloud environments and partnering with technical teams to improve systems, processes, and data-driven decision‑making. This role works closely with government stakeholders, product owners, developers, and cloud engineers to ensure requirements are clearly defined, documented, and delivered in alignment with mission objectives. This is remote with periodic travel to the client office in Washington, DC. Preference to candidates who live in National Capital Region. ICF monitors employee work locations and blocks access from foreign locations/foreign IP addresses, and also prohibits personal VPN connections.

Requirements

  • Active Top Secret clearance with SCI eligibility
  • 5+ years of experience as a Business Analyst

Nice To Haves

  • Bachelor’s degree in Cybersecurity, Computer Science, Information Technology, or related technical field.
  • Experience working on federal or DoD IT programs
  • Experience working in or supporting AWS cloud environments
  • Strong requirement-gathering, documentation, and stakeholder communication skills
  • Familiarity with Agile and/or hybrid delivery methodologies

Responsibilities

  • Elicit, analyze, and document business and functional requirements for government systems and applications
  • Translate business needs into clear requirements, user stories, process flows, and acceptance criteria
  • Work with AWS-focused technical teams to support cloud-based solutions and system enhancements
  • Support system modernization initiatives, cloud migrations, and application enhancements
  • Participate in Agile ceremonies (backlog grooming, sprint planning, demos, retrospectives)
  • Develop and maintain documentation such as BRDs, FRDs, process maps, and workflows
  • Analyze current-state processes and recommend future-state improvements
  • Coordinate with stakeholders to validate requirements and ensure traceability through delivery
  • Support testing activities by assisting with test case development and UAT coordination
  • Ensure requirements align with federal policies, compliance standards, and security guidelines
