Business Analyst
About The Position
DDS is seeking a Business Analyst to support modernization initiatives for critical case management, quality management, investigations, operations, and legal systems. This role will support the modernization of applications including HCSIS (Home and Community Services Information System) and QE5 (Quality Enhancement License and Certification), which support CMS compliance and provider oversight activities. The ideal candidate will have strong experience in business process analysis, requirements gathering, workflow documentation, testing support, and stakeholder engagement, preferably within healthcare, human services, or government environments.
Requirements
- Minimum 4 years of IT, Business Analysis, or related experience.
- Minimum 3 years of Business Analysis experience on large system implementation or modernization projects.
- Experience gathering and documenting: Business Requirements, Functional Requirements, Use Cases, User Stories, Business Processes, Workflow Diagrams
- Experience facilitating stakeholder meetings and requirements workshops.
- Experience supporting testing and validation activities.
- Strong analytical, organizational, and documentation skills.
- Excellent written and verbal communication skills.
- Proficiency with Microsoft Office Suite.
Nice To Haves
- Experience supporting Case Management, Human Services, Healthcare, or Medicaid applications.
- Experience with Agile methodologies and SDLC processes.
- Azure DevOps experience.
- Understanding of relational databases and data modeling.
- Experience supporting government or public-sector organizations.
- Experience with system modernization projects.
Responsibilities
- Conduct requirements gathering sessions and stakeholder interviews.
- Document business, functional, and system requirements.
- Analyze current-state and future-state business processes.
- Create workflow diagrams, process maps, gap analyses, and business specifications.
- Facilitate design sessions and support application modernization initiatives.
- Serve as liaison between business users and technical teams.
- Develop use cases, user stories, functional requirements, and supporting documentation.
- Identify project risks, issues, dependencies, and scope changes.
- Support vendor evaluations and solution assessments.
- Assist with test planning, test execution, and validation activities.
- Participate in Integration Testing, Regression Testing, and User Acceptance Testing (UAT).
- Support implementation planning, training materials, and user documentation.
- Collaborate with project managers, developers, SMEs, and business stakeholders throughout the SDLC.
